It’s really a well written lose lose no matter what route you pick. Either you kill Rusty and Ayre and commit genocide by destroying the planet or you kill Carla, chatty, and Walter. The people who pulled you out of the fire and stuck up for you. Or you watch allmind kill everyone
The "Guess... I can't do everything..." line was the main reason i ended up getting the "Fires of Raven" ending. Chatty says it in such a sad tone that it legit made me unable to follow through with the mission
I didn't even know chatty was a bot until I did the fires of raven ending with freud. "You're making this hard tourist, I can hear the chief laughing." dammit robot stop raining in my eyes!
Carla, before the fires of Ibis, was implied to always like making people smile and laugh. Even as we meet her she cracks minor jokes, tries to crack a smile. I think her trying to make chatty laugh was the ultimate challenge for her, and she liked it. It hurts even more with the fires of Raven route, watching as she breaks down on COMs upon chatty dying, but she tries to keep herself together to help 621. Either way Carla and Chatty get the shit end of the stick
I personally don't think that Carla was a survivor of the fires of Ibis. She'd have to be over 50 years old to have been so. Assuming that we're following SmoughTown's theory of Carla being assistant number 2, then I would guess that she'd have to be in her seventies at least by the time of the game's events. Either way, listening to Carla in game, I simply don't see that voice belonging to someone that old. Further backing this up, there's a log that can be found on a wrecked MT in the mission to eliminate Honest Brute. In the snippet of the conversation we get, it is outright stated that Carla is too young to have been a 'Cinder'. I believe that Carla's nickname 'Cinder' was something she gave to herself, a little piece of foreshadowing of her goal at the game's end, to burn the coral.
Laughing often happens in stressful or uncomfortable situations as much as joyful or funny ones so having the AI learn to laugh only on the brink of destruction is... tragic.
Same with STEEL HAZE ORTUS. The sheer hype of that battle combined with his chad energy vaporized any tears forming in my eyes and used the energy produced from that to fuel my gamer senses
Carla's tone scared me when I first heard her in that battle. "Times like this... I can't help but laugh!" - proceeds to avenge Chatty five seconds later. "At least stay for dessert, tourist!" - during my second round when I decided to focus down Carla instead. There's a powerful rage focused into "quips" that are menacing instead of silly. Chatty's deadpan anger is also formidable, but I didn't find it as scary because he's not as much of a physical threat as Carla.
Even thats rare tbh, i mean by the end of each ending you've already practically wiped out the vespers, redguns and probably also the RLF as well as the PCA.

Chatty's personality is actually the lack of personality itself. When Carla built Chatty, he always says nothing more than necessary, so he appears that he has a serious business persona. Most dosers isn't the best conversation partner and a lot of her underlings are probably afraid of her.
