This line hits hard because of how helpful and important Rusty is compared to every other character in this game. rusty has a different voiceline in ng+ if you defeat him last and trigger the arm exploding cutscene, something along the lines of "find your purpose, then we'll finish this"

That 'Hope or Despair' dialogue should paint a lot more obvious doubt into his character has it had not been cut. A shame that lots of people see him as one-note just because they choose the [Fires or Raven] and his dialogue is full-on confidence of our threat, like ... duh? He has his doubts and it has been proven, Do we need to spell everything out for you like elementary school lessons?? They didn't even bother to account how grateful he was when he got us as allies in [Liberator of Rubicon] route, giving us every trust he had and even confidence that we could easily keep up with him or even out-fly him on a whim. Licking us all over like a dog got its new friend, he couldn't be even more grateful than that knowing the threat he might have to face, is now on his side.

With all the "enemy ACS is down" lines implying a slower paced game with breaking ACS being a huge deal, I love the concept of Rusty pulling that "MOVE, Steel Haze!" and actually moving way sooner than he should have been able to. They of course managed something similar with his slow-mo "I won't quit!" terminal shield, which is always cool as fuck.

I tried a pacifist run, going through 2 medical kits while just doing my best to dodge him and get him to stop shooting at me, before he called me out on it. It's been some time since I played, but it's a bit that no one else seems to have picked up on yet.
I can sort of see why they mostly cut the involvement of the RLF in NG++ because outside of Father Dolmayan, the RLF in general isn't really important to the third route.
Yeah, after bazookas patch, I blew up Steel Haze before Flatwell arrived but after he had spawned in, and Rusty just vanished instead of a cut scene playing, still had to kill Flatwell too
I was always confused about Flatwell tbh. Bro entered, told Rusty to stop, then immediately started attacking the player anyway. I was really hoping he was coming to our aid instead. Also we don't learn why he's damaged I don't think, but I could be mistaken
If there's anything I can think of to answer your question, he most likely attacks us since him and Rusty are friends/ flat well is most likely his mentor and because rusty is a undercover agent for the RLF due to that. The reason he's damaged is probably because of the route you take he fights V.V and V.8 himself and proceeds to this point

I swear I’ve gotten that “hope or despair” line twice out of my 9 story runs so far. Both times it triggered in battle while fighting him. I’m not sure what does it, but I know 100% I’ve heard it at least twice because it stood out to me as “either it happens in NG++, or I didn’t trip it in my 1st playthrough.” Both times it happened in the middle of the fight towards 50%. Not sure how many heals he had used and such, but that’s where I remember his health being around.
You know thats bothers me? That on NG+ (and NG++ for that matter) both Rusty and Middle Flatwell double-team you in the bossfight. Why the hell Flatwell even fights you in the first place?! (unless there's some cut dialogue which explains it be by being a test of sorts or FCS being dumb)
There's an explanation on one of the lore AC/MT corpses you find in the mission - a damaged RLF mech with a note to Flatwell, trying to bring him the news that Furlong has agreed to help Elcano with building Rusty's new AC, meaning there was no more need for Rusty to keep working with the corporations undercover (and therefore take the mission to fight Raven in the Depths). That's why Flatwell rides out on NG+ missions, to try to stop Rusty but it's already too late.
Rusty is a double agent for the RLF. Flatwell intervened because 621 is a monster of a pilot and he had seen 621's skills first hand, so it's only logical that he joined in to protect Rusty.

I was using the WLT 001 since its pretty good overall. Close quarters one would be a bit better, but I think Rusty was just going full dodge mode with all the turret spam.

Using the dual turret/dual Ransetsu build, I see. Saw someone preach its glory on Reddit, and surely enough, it shreds ACs left and right.
I used that exact build too, and it absolutely shredded the trio AC fight I was struggling with.
