Decypha: that was the Minister of Transport and traffic police doing stops. That vehicle is probably being impounded for being unroadworthy but he's having a casual chat with passengers. He's a bit of a jovial character. Fikile Mbalula is his name.

In the clip where he is struggling with the page numbers, that's where he was being questioned on the state capture commision of inquiry. He will never be punished like he should've been. Before all the corruption charges, there were also r*pe charges against him. He used R350m of tax payers funds to build his Nkandla home for him, his 7 wifes and 21 kids..not sure how that number has changed now though..he was the worst president South Africa has ever had.
