Re class-set balance: The gear we have already is so good, and the gear at 50 is going to be better. It wouldnt surprise me if all raid gear needed a tuning in order to compete with the level 50 raid gear and remain desirable. This gives blizzard an opportunity to release new sets for class-specs not properly represented, while trying to keep individual pieces stronger so as not to reduce their value. Basically saying 'your set is an easy non-competitive upgrade to get, but it's probably not your bis'.
