It was done by the same guy who did this back cover that you showed. He also did the album art, there's this one more thing. If you look closely and zoom at the Makaveli's album art on the cross, it has maps of all the places Pac was involved with, cities, areas, bouroughs. That represents him sacrificing himself for these places, people and the hip-hop at large. That's why the Jesus imagery.
