It's for exactly the same reason that the police in London do not confiscate electric scooters and fine the riders for using them on the roads without insurance, even 'though every other British city does just exactly that. It's because most of the e-scooters are owned by individuals from certain ethnic origins.

"Every single poll" and the "majority of Londoners". That's a big brush to make that statement, but if you ask the right questions in the right way, you'll get the results you want, especially if you ask a scientist on city hall payroll to peer review a report that says improvements will be 'negligable at best'. If ULEZ was really about air quality, they'd just have a blanket ban on the most polluting vehicles with appropriate fines. This says, you can drive in London in any car - if you pay, which is totally different.
