      An Ultra Low Emissions Vehicle is one that uses low carbon technologies and emits less than 75g CO2/km from the tailpipe.
      This is a different standard to the MoT test for emissions.

      @@colintawn3535 The amount of CO2 is not what defines a vehicle as being exempt from the ULEZ charge. It must be Euro 6 (diesel) or Euro 4 (petrol) compliant. It can certainly emit >75g CO2. It's about reducing pollution caused by NOx and fine particulate matter.

    They put the sign on a one way dual carriageway with nowhere to turn around, so by the time you see the sign you cannot turn around, you're basically kettled into the area, it's a con.

    There should be the option to turn your car around before you pass into the ULEZ zone. If there isn’t that option then they’re essentially forcing you to get fined. So many people would stop and turnaround if the signs actually said £12.50 charge for driving over this line.

    ULEZ is just another tax on the motorist with absolutely zero interest in reducing pollution from cars. If they were serious in reducing pollution from cars then they would ban cars entirely from London. What they are saying about ULEZ is that you can drive into London in your non compliant vehicle and pollute the air as you did before but we are now going to charge you 12.50 for the privilege. As I said, it’s just another tax on the motorist.

      Agreed. I wanted to add for peoples awareness. Yes money helps these tyrants, but the main point is to 'make an example' of Noel to simply scare others. I think TFL's relentless pursuit towards Noel was a clear indicator that the move was more political. Have they had made an example of Noel, it would of sealed the loophole to warn off others and this report on the sun wouldn't of even come to existence. This is a blow towards Sadiq and more people like Noel who has discovered these unlawful acts need to show balls to stop this bs going further.

      It was Boris’s idea initially to introduce it.
      Plans were announced by London Mayor Boris Johnson in March 2015 for the zone to come into operation in September 2020. Sadiq Khan, the subsequent mayor, introduced the zone early in 8 April 2019. The zone initially covered Central London, the same area as the existing London congestion charge.

    This isn't a legal loophole. ULEZ failed the public consultation, it should not be implemented. The fact this man has to engage in gamesmanship to stop Khan doing what he has no right to do is a poor state of affairs.

    I remember, I once missed a turn and went straight into London. And literally SO many roads have either the LEZ or the ULEZ. Instead of a modest hour-long drive it took me 3 hours to manoeuvre around London to not once get into a low-emission zone. I had to do 180 on the roundabouts, drive through one-lane roads, roads under construction, get stuck in traffic jams, get off and on the ring road, etc. And that was all past midnight! Another problem is that sometimes they don't place them at road entrances, instead they display the signs further away, at a point of no return.

    This is a wicked trap for new visitors to London. I stayed at a friends empty flat just inside the new zone for three days. After I returned home I got £80x3 fines. I was so angry I couldn’t face appealing so just paid. I regret that now. I remember seeing a sign saying ULEZ 1.5 miles ahead, but don’t remember seeing an actual Zone sign. It is a scam. The pleasure of visiting the Wallace collection is now permanently spoiled for me. I will not go to London again.

      The same rules in the existing ULEZ reduced the use of older more polluting vehicles presumably due to not wanting to pay like increasing the cost of cigarettes' discourages smoking.

    I live in Cornwall and am aware that the new Ulez zone encompasses Greater London. All I have heard in the press and on media is that if your car is not Ulez compliant there is a charge of £12.50 a day to be paid if it is used in that area.
    On Thursday 19 October I had to take my 15 year old daughter to Heathrow in order for her to fly to Germany to represent England for a Gymnastics competition. As I exited the M4 motorway I saw a sign saying Ulez zone ahead. It was dark and raining heavily ( wipers on double speed). I drove to the Premiere inn hotel and dropped her off then rejoined the motorway for my journey home.
    I was unsure if I had entered the Ulez zone but had seen no signs or markers to indicate that I had.
    On 31 October I received a Penalty Charge Notice for use of my vehicle in the charging area without paying the appropriate charge.
    I would gladly pay the £12.50 to use my vehicle in the zone but the Charge Notice was demanding £90?
    Perhaps because I live a long way from the area I was not aware that the Charge had to be paid before entering the zone or shortly afterwards.
    The signage was very poor or non existent, how am I expected to know when or if I entered the zone?
    There must be thousands of people who visit the area every day who are in non compliant vehicles unaware of the boundaries of the zone and the method of payment.
    I feel that this is totally unfair and unjust and needs to bought to the attention of the general public!

    Another good point is by the time you can see the sign, your already getting charged. It's not like you can stop and turn around to avoid it. Frankly it should be obvious, paint the roads blue or something to show where the zones are lol. Not that I think the law should exist, but it needs to be really obvious if it does.

    Sadiq Khan’s, to reduce toxic air by expanding the ULEZ to greater London will not work.
    He doesn’t really care about toxic air quality and here is why:
    - He has already made the toxic air far worse since he has introduced the LTN’s which have increased the toxic air on the main roads because we are forced to use them as there are no other alternatives, especially during rush hour. The roads are now grid locked with traffic moving at walking pace and the fumes are getting denser and not dispersing. LTN’s need to be reopened as it is causing more damage than good.
    Among all this, the mileage in vehicles has also increased due to the fact that we are forced to go the long way round to get to the required destination - all accumulating to even more emission being emitted! Bravo Sadiq & team.
    - The health for pedestrians and children as they walk along these main routes to get to stations, schools, shops is deteriorating. Even the drivers inhale more fumes when we are stuck in stationary traffic. This is really aggravating and makes no sense!
    - Cycle Lanes: Should not be taking up an extra lane of the roads, large pavements could be divided into two for cyclists.
    - The introductions of 20MPH roads are also a problem because emission fumes don’t disperse quickly and the air is getting even more polluted because of the need to drive in lower gears.
    Sadiq’s statement: “It is to reduce toxic air pollution” is clearly not accurate and is making matters worse. The situation is getting extremely out of hand and something needs to be done to stop him from ruining our climate even more. He should resign and Londoners should vote for someone who will make London a greater and more desirable place to live in. There needs to be a more logical and strategic plan that is well thought.

    If you are unaware of where this zone starts and all of a sudden you are in it with no way of getting out without being charged... Under Contract Law is it not true that there was no meeting "meeting of the minds", therefore no contract and any subsequent fines or charges will be null, void and neither legal or lawful?

    the Uk is so bad with providing first standard public transport. i am from Germany,have been in many european countries, where there are smooth ways to travel on public transport without having to suffer . also cycle paths are provided in several countries where you do not brake your bycicle because they are so bad maintained. So ,if the UK Government is not investing in superior public transport and cycle paths all around and everywhere in good maintainance ,why are they talking about pollution? it seems to me that most governments are told to treat us the taxpayers like idiots and cash in only.

    When i lived in the UK they removed lead from petrol and set up an emissions scheme.. They also kept promising better and more train/ bus routes to encourage ditching the car.
    Anyhoo, went back for my Moms funeral in 2011 and decided to use the bus to go into Birmingham City as my husband had never been on a double decker.....the bus I used to ride growing up was no longer, that route was scrapped so had to do a fair bit of walking to get to the alternate bus and oh boy it was filthy.
    We used the hire car after that for all journeys😅 Seems like its only gotten worse
    Edit: forgot to say, I was born in London and back in 2006 I was down the smoke and took the tube for 3 stops to visit an Aunt and it cost me over 10 quid....I thought that was mental back in 2006

    The way to do this isn't to penalise existing motorists, it's to phase out non-compliant vehicles by stopping producing them. Nobody expects to buy any product only to be told that there is now an additional charge for using said product; a business pulling that tactic would be taken to court for unfair dealing.
    It's bad enough that the Dartford crossing is a toll road - why? I pay vehicle excise duty and I pay tax on petrol for every mile I travel, adding random extra payment zones is weaselly.

      Even if ever car WAS compliant, they will find another way of charging motorists for example the weight of most electric cars are heavier that of a normal car, the roads need more maintenance because of the extra weight, you have to pay a charge.     It’s disgusting what they are doing to make money, not just the ULEZ but the streets near schools fining parents for dropping there kids off or picking them up. Some parents don’t have time to walk the kids to school then back home to drive to jobs that are a fair distance away, or are single parents with more than one child but have to go to a school a distance from where they live. Funny how the MPS will have drivers take there kids in and nothing happens because apparently there exempt !!!!! Absolutely disgusting!

    I have a 15 year old diesel car that if I drive into London I will need to pay the £12.50. That car emits 180 g CO2 per km. I recently bought a new petrol car which emits 220 g CO2 per km. This new car can drive into London with no need to pay the ULEZ fee. Something has not been thought through with all this, obviously…

    The air pollution at ground level has been recorded at well below the recognised safety limit - whereas air quality on the underground is something like over 4x the permissable exposure limit. That's what I read recently - a tiktocker posted with a hand held particulate monitor.

    This is exactly the kind of ACTION that is needed in order to challenge these unwarranted money making rackets by Mayor Khan and his office. This gentleman was given a fine of £11,500 in total! Enough to break a small business or bankrupt an individual - its insane! But he didn't just moan about it, no he decided to do something constructive about it and he won the day not just for himself but potentially for other motorists.       Your argument is flawed, years ago there were coal fires and actual smog which was detremental to health . Even with all the cars and traffic now its nowhere near as bad as the smog days.     Fighting a similar issue with school zone cameras giving tickets outside of school hours in GA. There was no signs saying enforcement existed outside of school hours when I was ticketed. They've since added it.

    This may be a silly question, but if you only get charged when caught by a camera at the edges of the zone, does that mean that provided you never leave the zone you can drive round all day every day without a charge?.
    Also I saw a video the other day that was about a man who bought a right rust bucket chucking out fumes all over the place and registered it with the DVLA as having Transport for London as the registered keeper so all his fines went to TfL.

      No...so it must just read the number plate and then anything after a 24 hour period pick up that number plate again and charge again. Otherwise residents would pay once and if they stayed in the zone, never pay again. So many people will quit London to move to surrounding areas outside the M25...only for ULEZ to expand more...and more....and then more. For TFL to not even make it clear that it's a charging zone says it all...they have designed it for fines - and you still have to pay the charge too on top of the fine. The revenue generated will run into billions....in a very short time. London has just been ruined...completely this time.

    all about money and not about cleaning the Air. but there's more flights into/Out of Heathrow which pollutes the air more in a month than a years worth of cars can ever do.

    I drove from the midlands for an event at the Copper Box last July. I'd never heard of this charging zone until a debt collector showed up at my door over 7 months later. A £700 charge for entering on the Friday, another £400 for leaving on the Sunday. They took every penny I had saved purely because I had no idea I had to pay for driving on public roads.

    Also there is warning at distance ie the Dartford Bridge is signed a long way back. It tells you to exit the M25 at next junction to not be charged for crossing.

    The LEZ has been around for 15 years and signs are everywhere. I remember it because at the time, they wanted to target vans but then scrapped the idea and only targeted vehicles above 3.5t.

    It's so obviously an old trick being played out: introduce something under the cover of something else, which initially only penalizes a small minority of the population. Then, a little later introduce what you always planned (which in this case is full time monitoring and charging for all movement).

    Personally I just stay away from London but obviously not everyone can do that. It is horrific though with all the different charges that you have to be aware of, and not least try to keep up with the information on the signs while simultaneously navigating London traffic. This alone should be cause to make all those charges illegal.

    The signs need to actually state a charge and what the charge is, like a toll road. How else would anyone know what they're letting themselves in for? No number to call, no website listed, nothing.

      having in a duel carriageway it entrapment. same as a car park you are given time to park read the charges and T/C if not happy with them you leave. every zone when you get to it should have cost and a place to turn around because you cannot informed choose if it 10p yer but it could be £100 so charges displayed and a turn around place before the zone starts, if i do not see them i go to court and fight it
