Basically, Blender uses Object Scale for pretty much anything like making a Bevel or using Modifiers. You can either change the scale in the edit mode, apply the Bevel and you will be fine. Or you can change the scale in the Object Mode like I did in the video, then you would need to Apply the Scale before applying Bevel or any modifier.
Notice how my Origin point of the mesh is at the very bottom. Scaling by default is set from Origin. So, if you move the default cube origin from the center to the bottom, and press S,Z - to scale by Z-axis, the cube will scale only upwards.
When you are in the Edit Mode, to switch to the Edge Select mode press '2' on the keyboard (NOT NUMPAD, but the top numbers on the keyboard.) or click on the Edge icon on the top left tools bar, here is an example: blender.stackexchange.com/questions/193496/how-to-switch-into-edge-select-mode
You could also do all of your scaling in edit mode

Is there a way to do the opposite? Like how do you make bevels steeper using bevel modifier?
With bevel modifier I don't think there is a way, you would need to pull the edges. Maybe there is some add-on for this but I doubt
