Most phones can do it. Just not the way shown here. Just download an app which lets you control the shutter speed and ISO. Lot of phones come with this in the default camera app.
What is done in the the video is quite different then having an app that let’s you tune the shutter speed. The phone is taking many photos and videos and then blend them. So would not be a shutter open for many seconds. The results is similar but would be interesting to compare results at hand
Yes you can use LR camera to take the photo in the professional mode. The problem is that the shutter speed only goes down (on my iPhone) as low as 1/4. But using the iso at 25, you can pull something off. Recommend using the headphones as remote trigger to reduce vibrations

I have seen many videos of yours, but what I find is that the volume level in your videos is very low, in comparison to most other videos that I watch. Just wanted to give a feedback.
swear there is so much layers going on with your talking head. in a good way btw. i see the backdrop i see the umbrella i see the use of the thirds i see your accent candle and yor lens. i see the blue side light
