As far as lingerie on Valentine's Day, I think you yourself should be the one buying the lingerie and surprising your significant other in said lingerie as their gift ;) that's just how I see it haha.
Personally I think a really good gift idea for someone is dyed flowers (I prefer roses). White roses are super easy to dye, you can color them any color you want (or at least any color you can find food coloring dye for), even if you're dying them red they look much cooler then traditional red roses, and it's a little sentimental gift to give someone to show you care. You can even get a single flower to have 2-4 colors in the same flower. "Oh *person I like*, here's a bouquet of red, green, blue, and multicolored roses!"
St. Valentine's day is also our wedding anniversary so we have the same St. Valentine's Day tradition for eighteen years now. I make a home cooked meal of her favorite Italian dish, (which was served at our wedding that she didn't get to eat/enjoy), followed by a lemon cake, (the same type from her wedding), re-watch a condensed version of the wedding video, then a movie she gets to pick, (her only responsibility for the day, movie selection), then spend time in bed, followed by sharing a pint Ben & Jerry's ice cream at 4:30 AM, just like we did every year for the previous 18 glorious years.
I think that if you go out to eat, it's best done in the afternoon, if you have the day off...then it actually can be pretty romantic, and private, as a lot of people have to work. :-) my husband & I have done that, on Valentine's - where we both purposely took the day off...and it was lovely...also an afternoon movie, because again...the theater was mostly empty, and it was like a private showing, just for us... then we had the whole evening to ourselves at home, which was also nice. :-) I think your suggestions were great, especially the etsy ones!
