Increase fines dramatically for drunken disorderly behaviour and start charging folk a whack for their stay in the cells for "cooling off" and I'd bet some would start to think twice about their behaviours when drunk.
For those that will say they wont pay, jail em for their fines, happens already, but alot of younger ones growing up would likely change their behaviours if they got a 500 quid fine for a night in the cells instead of just getting let out once sober, dont pay it, 2 days in the proper jail and I'm guessing behaviours may change, worth a shot anyway 🤷♂️

Sadly it's like this in most places. It's time the licensing change to only buying from pubs. In days gone by some pubs had an off licence on the premises. It was pub or go miles to the off licence. Now you can buy it in almost every shop on every corner.

The police you see are Ministry of Defence . Their jurisdiction lies within the courtyard only. The pavement comes under the jurisdiction of London Metropolitan police, who would have the power of arrest over either of those two crazies if they were making a public nuisance of themselves.
