By cake flour I mean the flour that can be used to make cake. For example, I will call the flour that used to make bread, bread flour. And for this crepe roll, you can use all purpose flour.
If you’re in the US, the flour is labeled “cake flour”. From what I’ve learned, cake flour is lighter than all purpose flour so the crepe will be lighter. However all purpose flour works too. It’s also up to your personal texture preference.
