That voice is the stage manager - he needs to tell the technical team (lighting, sound, pyrotechnics, etc.) when to execute cues. Essentially, his job is to make the director's vision come to life and ensure things proceed in a smooth fashion before, and during the performance run. Also, the camera needed to be placed high up (especially for our viewing pleasure).
Just saw the recent show last week! Lots of improvements. I’m obsessed with the Tuacahn production of this show!
