the target scan was not bugged, you just did not scan all the points. it did say "scan all the points" there are usually 4-5 scan points. the trap will halt them, so you can get the scans. once the target is scanned, it will be taken, and you don't kill it at all. trap>scanner>scan. if you don't press fire key/button, then you can keep scanning. practice until you get it right. Then during the game, you will have targets all the time. you get standing and endo with Simaris. he is just another syndicate, and you don't have to pledge with him. He is always available for standing. He has a lot of good stuff to buy, such as scanners/traps and there is a widget to unlimited scanning to get later when you have enough standing. PS, you can see where the target it ahead of time if you use the scanner to trace him on the map. Your main problem was to run to fast and not read the floating messages that were telling you what to do. You did notice them after, but missed some from just running around.
The objective of that scan mission is to find the corresponding subject, then scan "all the glowing points on it," it is not a bug, you only scanned two points. You have to scan all points on its body. For syndicates you want to look at their offerings and see if what they are offering you is what you want to work towards. You can only pledge yourself to 1 syndicate, but can change at any time, just be aware the ones you are known as enemies with will sometimes send assassination groups after you on your missions.
Tips of the day For syndicates, it generally goes that a syndicate has one ally, one neutral one who doesn't really like them because they're allied to an enemy faction. If you level up in two allied factions, you can trade the stuff they sell with standing. However if a faction really doesn't like you they will occasionally send a hit squad after you during missions. (They're not especially difficult and the can drop a blueprint of that type to be used as a temporary ally which can be crafted in the foundry. This only really applies to the syndicates that are pictured together. Beyond that, there are true neutral syndicates that have no ties to those above. That is cetus, fortuna, deimos (the open world areas), cephalonia simaris, and conclave. Conclave is the PvP section of the game, but not a lot of people play that mode. For simaris, if you use a simaris scanner and aim like you would a primary weapon, it will act like a camera, and you can see a trail of lights leading you to the target. When you find a target, you throw down a capture device to freeze it for a bit, then scan three colored points over its body. The final tip is that you can only pledge to one syndicate at a time but you can do multible syndicate missions as long as they like you enough.
I appreciate your tips of the day as always Seems like it could be benefical to have them attack you for the blueprint Is there a terminology for the true neutral syndicates? I'll try the synthesis test again with the info in mind
@Dintak3 always happy to help. As for the terminology there isn't anything specific. Personally I think of it like the 6 syndicates are driven by a particular ideology and the rest have personal/community goals. For example doing bounties for cetus helps that community , helping somaris helps his goal of preservation etc. Plus the true neutral ones won't send out hit squads.

You can only join one syndicate at a time, but earn standing with the joined and it's ally. The reason right or left is often recommended is because you can max out 3 syndicates at once, without muvh micromanaging. It's honestly not worth it IMO because you take some efficiency hit. You can also use the scanner to track down the target in the first place.

ok so let's start at synthesis scan. it not bug it just poor explanation. the target will have small 3-4 small dots on they body that you have to pinpoint scan while they trapped (you can pause your video to see) and you have to at least ok with it because that how you got rep for access to simulacrum if you don't want to taxi someone else and it used in some quests next is syndicates. you can't join multiple but you'll passively gain 50% points to allied and lose to opposing & enemy (pretty sure by now you properly know) at 11:33 he are BOTH syndicate & vender for other thing. that why he have his own teleport lastly there are events on alerts menu every week for the whole month that you can participate. you can't use some of the rewards now but they are some of the most rare item/resources so try to get them early. have fun edit. you can farm rep for simaris & collect codex by just raw scan thing using synthesis scanner instant of codex scanner. it just going to gain less rep then targeted one. edit 2. as one mention below you scan all 4-5 dot on them.
