I dont know why but this game manga artstyle reminds me of a police department anime, it was episodic but goodlord the plot was off the walls, one ep it might be about the cop playing childrens game with his collegues for the heck of it, another its them in cockroach suits in a massive kitchen competition show for a cash-prize. I dont remenber the name but it was comedy but had some eps that had some sad deep moments here and there.
I think I understand this game. It seems to be FAR more technical than appearance suggests. Each character has different attacks even in the same vehicle. Reach vehicles like cranes and such have windup but have huge reach and damage, while smaller vehicles use their mobility for flanking. Above that, it's a game of prediction and Angles of Attack, just like tanks and fighter planes. It's a shame it's very poorly relayed to you. Because there is some skill and strategy and DEPTH to this game.

It was such a weird unique experience that only feels stranger when looking back. What's also funny is that I live in England, so the absurd Bri'ish accents didn't strike me as odd. now I'm grown and more accustomed to Japanese style games, hearing these voices is so jarring

It very much is a parody! The whole thing is a send-up of 70s Shounen anime taken to nonsense premise levels. I couldn’t tell you if the hyper British dub is also intentional parody, but I think it fits.
