She has summed up the political strategy of the democratic government today taking into account neo and geo politics. Mynamar is another country so we are not going to invade borders/countries to adopt CAA. She is an IAS officer and therefore not a politician but well versed in administration of states/government bodies. I am totally with CAA an educated solution to the Articles without changing the Constitution.

Ma'am some Politicians are saying that they won't be implementing CAA in there states. How is that possible? Does states have any role in this?
No state doesn't have powers to oppose citizenship rules or amendment. As per Article 11 the sole powers to amend Citizenship act are given to Parliament by the Constitution.

Govt. Has not granted citizenship to Tamils Rohingyas because PAK, AFG, AND BAN have islam as official religion they are not secular like us...

That is why the CAA has been acted to eliminate the rancor of any further sufferance and undo historical harm. Extending human hand of revamping a human being based on integral character. The UN did little or nothing for human rights so individual nations have to maintain territorial integrity.

So why does one need a law which can already be done via ordinance route?

Polarization is prevalent in the west. India has a smaller land mass with 14 crore people which is why the numbers and kind of people who are adopted under CAA has to be based on certain criteria. Ordinance would be a open border policy which India should and cannot afford to adopt.
