When I was young, the excuse was “an escaped mental patient!” Sounds like fiction but I was stopped in Flagstaff as an 18 year old white girl traveling with a black guy and a white guy, all of us hippies. Exhibition of speed is a catch all charge. It's a charge that is vague. Arresting someone for this charge is ridiculous, keeping the Body camera evidence or even redacting it for the length of time they are saying is nothing but a delaying tactic.
I have to say as a Academy Trainee my FTO's in Oxnard Ca. used "Exhibition of Speed" all the time to ticket people. I find it hard to believe that a Cop has never heard of it before. That being said these AZ Cops are out of control.
In 1999 NYPD falsely arrested myself and my partner. We were both NYC Correction Officers at the time and the officers knew that. Instead of doing the right thing, they decided to arrest myself for felony assault 2 and my partner of course with resisting arrest. None of this happened. After 6mos/7 court appearances, the charges were dropped. After 3yrs the departmental charges were finally dropped. No accountability back then and these kind of incidents still occur. Very sad.

Immunity kicks in just as soon as the Leo proves it is a legal stop . Body / dash cams and witnesses given as much if not more merit than the officers testimony. But for having no QI in the first place will prevent most of them for violating or stepping over that line. Why are you patting them on the back for doing a report when they did not follow through and prosecute anyone for any one of the crimes that they uncovered? (If we are being honest, it was a fishing expedition.) When he walked up and saw two doctors in the car, me in a black tuxedo and my wife in a beautiful dress, it was obvious it was a waste of time. A few things: 1. I used to live in Tempe in the 90's. I have NEVER driven a vehicle that would be even considered close to a sports car. Between the bricks used in the cobblestone of Mill Avenue and the railroad tracks, it is VERY easy to squeal your tires accidentally. I did it in a 1981 VW Rabbit Pickup. Diesel Rabbit with a top speed of 70-75 MPH, provided it was downhill and there was a tail wind. 2. Asking about Jewelry? Sounds like they were sniffing for more than a criminal conviction. Don't they know that we have a law on the books (that Doug Dewsy signed into law) that makes civil asset forfeiture illegal? 3. Exhibition of speed from a stand still is usually called "Improper start" (at least here in New York). IF one swerved while doing so, the operator could also be charged with reckless driving. Still, all that these would warrant are traffic violations ... NOT an arrest and impounding the vehicle. These cops really screwed themselves. Try going to Flagstaff AZ. Went there once for my bday, new to the state, & ill never return. You can literally FEEL the hate radiating from most everyone. I don’t know about in Arizona, but in Texas there have always been multiple meanings for “Exhibition of Speed.” It could at one time be used to issue a ticket for racing, but more often it’s used for spinning, or smoking the tires, going back at least 50 years that I know of.

This has been going on in Arizona for so long it’d make your head spin. When I was young, the excuse was “an escaped mental patient!” Sounds like fiction but I was stopped in Flagstaff as an 18 year old white girl traveling with a black guy and a white guy, all of us hippies. It was easy to stop young folks with long hair in the 1970s. Discrimination of blacks was a way of life forever and still is. Don’t pretend we’re not racist. We are.
Exhibition of speed is a catch all charge. It's a charge that is vague. Arresting someone for this charge is ridiculous, keeping the Body camera evidence or even redacting it for the length of time they are saying is nothing but a delaying tactic.
I have to say as a Academy Trainee my FTO's in Oxnard Ca. used "Exhibition of Speed" all the time to ticket people. I find it hard to believe that a Cop has never heard of it before. That being said these AZ Cops are out of control.

In 1999 NYPD falsely arrested myself and my partner. We were both NYC Correction Officers at the time and the officers knew that. Instead of doing the right thing, they decided to arrest myself for felony assault 2 and my partner of course with resisting arrest. None of this happened. After 6mos/7 court appearances, the charges were dropped. After 3yrs the departmental charges were finally dropped. No accountability back then and these kind of incidents still occur. Very sad.

Immunity needs to stay in place. People have been screaming brutality and rape as long as cops have been pulling cars over. My version of Immunity has a caveat. Immunity kicks in just as soon as the Leo proves it is a legal stop . Body / dash cams and witnesses given as much if not more merit than the officers testimony. Immunity is still needed but operating at about a 75% decrease in it's over riding authority. ..... Just a thought .

But for having no QI in the first place will prevent most of them for violating or stepping over that line. (If we are being honest, it was a fishing expedition.) When he walked up and saw two doctors in the car, me in a black tuxedo and my wife in a beautiful dress, it was obvious it was a waste of time. I have lived in Tempe for 28 years. I have had maybe half a dozen interactions with the Tempe Police and they screwed up every single time. They can not get anything straight. From their emotional easily offended 911 operators to the cops on the street who loudly blame victims for causing crime. My neighbors (HOA) and I have long ago decided we would rather take care of problems ourselves than call the Tempe Police. Every time we called TPD, things just got worse. Every single time. 1. I used to live in Tempe in the 90's. I have NEVER driven a vehicle that would be even considered close to a sports car. Between the bricks used in the cobblestone of Mill Avenue and the railroad tracks, it is VERY easy to squeal your tires accidentally. I did it in a 1981 VW Rabbit Pickup. Diesel Rabbit with a top speed of 70-75 MPH, provided it was downhill and there was a tail wind.
2. Asking about Jewelry? Sounds like they were sniffing for more than a criminal conviction. Don't they know that we have a law on the books (that Doug Dewsy signed into law) that makes civil asset forfeiture illegal?
3. Place your bets now: Will the Tempe Police have that bodycam footage 14 months from now? This is a delay tactic to get the news cycle to forget about the incident. But yeah. It's going to mysteriously disappear.
4. As for the Illinois police officer, I doubt that he didn't know "Exabition of speed" was a thing. Pretty sure Illinois has a similar law on their books. Sucks that he got caught up in Tempe PD BS for "driving while black".

Try going to Flagstaff AZ. Went there once for my bday, new to the state, & ill never return. You can literally FEEL the hate radiating from most everyone. Some made noises, others stared with fire in their eyes like you did something to them while puckering their lips. Ive never felt so terrified of a stranger in my life.
The location is indeed breathtaking & beautiful. The people there, not so much.

Even if the charge was true it was not a crime.

I've been pulled over by the cops many times in AZ. Local and DPS never had any problems. Even cut me a break several times. However, if you start getting lippy and resisting who knows what may happen.

I don’t know about in Arizona, but in Texas there have always been multiple meanings for “Exhibition of Speed.” It could at one time be used to issue a ticket for racing, but more often it’s used for spinning, or smoking the tires, going back at least 50 years that I know of.

It does not take 14 months to download police cameras how is it it takes 14 months but when the police do something wrong they got the body cam within hours
