Actually since the cop is acting in his official capacity as law enforcement he probably can't have as much attitude as he wants since there's likely something in his department's code of conduct about being professional and courteous to the public.

Cop to guard - he's on the sidewalk taking photos, perfectly legal and within all Americans rights to take photos in public. I appreciate your call and in the future if you feel threatened go ahead and call, but if someone is taking photos in public, from public, just leave them alone, more than likely they will leave. Cop to photographer - thank you sir have a nice day, you shouldn't be bothered any longer. Photographer - you have a nice day too officer.
Actually since the cop is acting in his official capacity as law enforcement he probably can't have as much attitude as he wants since there's likely something in his department's code of conduct about being professional and courteous to the public.

I don't know how you can call that cop a tyrant. He did not even attempt to violate a single one of your rights. Not one. He was just rude. That's a policy violation for which he should be admonished and retrained, but it's not tyrannical. He told that guard the law and went on his merry way. I give him a C. Would have been an B if he had just ignored you, and an A if he had been polite.

He explained to the security guard that you have the right to carry-on what you were doing and as long as he doesn't abuse your rights he has the freedom to have any attitude he wants as the constitution protects everyone
I will say this, leaving all the attitude out of it... That actually was the perfect audit. The cop showed up to a call, got told he wasn't going to be answered, and walked to talk to another party. He told the security guard, "He can do what he wants." He could have left out his commentary, but after informing the security guard, the guy was within his rights, and there was nothing to see here, He abruptly left freeing himself up for real crimes and calls. I would rate a B, but I could have done without the smart-azz-ery, but hey, I'm not always rainbows and sunshine.l either.
That manager/employee was scared to admit that the 'safety' of her branch is at the mercy of the senior executives at corporate HQ. If they mismanage the money, her branch will suffer.
