Welp, I can tell you the other piece of the grommet is definitely inside my tank. Luckily I'm changing the pump for the second time this month. The first pump I got had the wrong electrical connector and I broke the piece that said on top of the pump. Everything still worked but to have that piece of mind, I'm changing the assembly again.
With the 96+ yes but the 94-5 the filler neck is positioned outside of the car, never seen the neck removed without taking the tank and sliding it off :/ .

You could’ve separated the filler neck from the housing and just pull the filler neck out without having to drop the tank. That’s how I did mine
I truly didn't even know that there was a more simpler way. Ill definitely keep this in mind for the next one, appreciate it bro
