Just because he was in a separate realm than earth and time was faster there doesn’t make him a year younger when he exits the chamber. Example: if he spent 20 years in the chamber his mind and body and years of life and any wisdom gained there would still be with him when he left. He would still be 20 years older and only 20 days would have passed on earth.

Post-Namek was only 1 year, not 2. This was confirmed by the manga referring to Gohan as being 8 years old in the Cell Arc (he turned 9 a few days before the Cell Games) and 16 during the Buu Saga which was 7 years later. He also didn't spend a full year in the chamber, so for example in the Buu Saga he'd only be 16½ physically (or maybe 17 depending on the months).
Math would have Gohan being at least 10 years old tho. He was 6 when Goku returned. 3 years later he's 9 years old when the androids come. so with the chamber he was either 10 or 11 if his birthday canonically happened before the Cell Games

Gohan is actually 16 at the beginning of the Great Saiyaman arc through to the end of the Buu Saga. His age is stated at the beginning of chapter 227 by Akira Toriyama on page 6. Goku was only gone for a year after Frieza not 2 years. It’s just a misinterpretation but in the manga they state that it took 130 days each time for the Namekian balls to reenergise they do it three times (390 days) and then the panel after that says. “All too quickly another year has passed” Assuming they mean they had that after all that time a year had passed and Goku wasn’t back not that it was 2 years. The reason I think that’s what it meant is because all your math lines up except that you said Gohan was 17 throughout the Buu saga which isn’t correct and the only reason it wouldn’t be is that extra year tacked on between Namek and Frieza arriving in Earth.

It's simple math. The 16 line doesn't make sense considering the previous statements about his age unless his birthday is later that year.

Post-Namek was only 1 year, not 2. This was confirmed by the manga referring to Gohan as being 8 years old in the Cell Arc (he turned 9 a few days before the Cell Games) and 16 during the Buu Saga which was 7 years later.
He also didn't spend a full year in the chamber, so for example in the Buu Saga he'd only be 16½ physically (or maybe 17 depending on the months).
Math would have Gohan being at least 10 years old tho. He was 6 when Goku returned. 3 years later he's 9 years old when the androids come. so with the chamber he was either 10 or 11 if his birthday canonically happened before the Cell Games

For the vast majority of the Android Saga, Gohan is like 8.9 years old. He had his 9th birthday during the 10 day break before the Cell Games. And again he did not spend a full year in the time chamber, him and Goku came out early they only spent 6 months training. So Gohan is only 9½ biologically when he fought Cell.

This is why Gohans labels are so weird. It's widely accepted that 'teen' gohan fought cell, but he hadn't even hit puberty yet. He was a tween. And 'adult' Gohan in the Buu saga was actually the real teen gohan.

I've kinda taken my own estimates of the Saiyans ages but I know there's a little more to it. After all according to ChiChis description of Fasha in I believe one of the Tenkaichi games, she says something about Saiyans not aging once they get to a certain point, however Saiyans like Paragus can still become old. It's all weird, like people say Goku and Vegeta are in their 40s, yet physically they look to be in their 20s or 30s
Saiyans age slowly until around 80, where they then start rapidly aging
They stay in their prime for longer, but rapidly are after a certain point

Gohan is actually 16 at the beginning of the Great Saiyaman arc through to the end of the Buu Saga. His age is stated at the beginning of chapter 227 by Akira Toriyama on page 6.
Goku was only gone for a year after Frieza not 2 years.
It’s just a misinterpretation but in the manga they state that it took 130 days each time for the Namekian balls to reenergise they do it three times (390 days) and then the panel after that says.
“All too quickly another year has passed”
Assuming they mean they had that after all that time a year had passed and Goku wasn’t back not that it was 2 years.
The reason I think that’s what it meant is because all your math lines up except that you said Gohan was 17 throughout the Buu saga which isn’t correct and the only reason it wouldn’t be is that extra year tacked on between Namek and Frieza arriving in Earth.
