Unfortunately, I don't have any of the scenario boxes yet. My only villains are from the core set and Kang. My ranking of just these mimics yours:
1. Ultron - quite a challenge. Fun decision points that make me feel like I lost bc of my choices rather than him being too difficult. Extremely satisfying to beat
2. Klaw - not a cakewalk, but I can feel pretty confident I'll win. Also satisfying to beat
3. Kang- Pretty long. Not insanely difficult, but very time consuming. A victory feels like "I'm finally free of this game"
4. Rhino- the basic punching bag. I'll spice him up with different modular sets and never play him on standard bc he just doesn't have that much pressure
I'm picking up Rise of Red Skull and The Mad Titan's Shadow soon! Super excited based on your ranking
To be fair to Venom, the Bell Tower does force you to flip it once it hits a certain threshold. It's a static ability on the card that makes it flip once it's 3 per player. You can still game it to some degree but not quite that hard

Now we got to get an updated list with the mutant genesis villains, also would have been nice to have a visual list. Making tier lists are easy online

Since I'm less interested in the campaign and more focus right now in collection of heroes I love you did convinced me at least for solo to buy the green goblin
Absorbing Man in progression style & expert campaign is just right to me as a break villain. Getting him beat as soon as possible to limit the scheme on Red Skull while also playing with persistent health makes it more interesting. I think if it takes you more than 8 rounds on expert campaign Red Skull flips IMMEDIATELY! So with that in mind and persistent health, Absorbing Man gets more interesting on expert. But I agree he's the easiest and least interesting villain in the box. I think he's more meant as a quick skirmish to effect how hard of a start you get on Red Skull later. Ultimately the scheme threshold becomes a timer for if you can take him out before a reasonable amount of rounds are over. This is usually 5 rounds before you want to be wrapping up, before effects get worse and your Red Skull starting situation gets hard. You also must heal up before you move on to Taskmaster who does a lot of direct damage.
I 100% agree with you on Loki, he really doesn't need the gauntlet. Btw I think you may be playing Venom wrong, you're forced to flip Bell Tower once you hit at least 3 counters per player.
So there is no forced action that causes it. It’s on the card but it’s not a forced response. So unfortunately it’s one of those things that’s up in the air still. There was some debate online about it and I don’t think it was ever decided and I don’t think FFG said anything yet? But I may be off so I’m not sure.
Also, let me reiterate, it's entirely possible that you should flip when it hits 3. It may even be the right way to play I just remember this was a big discussion point and I don't think it was solved/answered by FFG. But I think on stream I have done it both way? IDK anymore haha.
Sigh, update on the update I asked a few people that know better than me and yeah they agree with you. I am doing it wrong haha. I really wish they would have made that a forced response. But thanks for calling that out, appreciate it!
@@D20Woodworking Wow I've played this scenario a ton and I've never noticed the lack of a forced effect. Still, it's not like there is an Action response there either so I think the intention is to flip automatically.
Kang is one of my favorites because of his uniqueness, but he’s a MP villain, not meant for true solo. Yes he’s long, but I’m used to that with MP games.
I think my favorite villain is Klaw. He tests your deck in how well it can deal with threat, minions, and villain damage. He takes different modular sets well. He's not too hard and not too easy. He doesn't have any annoying pre-game shenanigans that keep you from just shuffling in your obligation at the start of the game. He's just a clean, straightforward, fair fight.

I'd put Venom instead of Risky Business though. I'd also put Loki and Crossbones higher, but still not in my top ten.
My favorites, in no particular order, are Hella, Ultron, Red Skull, Thanos, Venom and The Sinister Six.
Loki should have had the infinity gauntlet as an optional mod to include. Suprised nebula was so high on the list. Ultron is def one of the best balanced villians.

This is a cool list. Does mixing up the encounter sets change how you rank the scenarios?
Honestly I don’t know. I mix a handful of times but it’s usually to make things easier. I haven’t tried to make them more thematic. That’s a good point though. I should try that
Encounter sets are largely what keep me in the game. I like using encounter sets that are thematic or mechanically interesting. For example, Galactic Artifacts in Hela is hella fun. Turbo charges her. Anther is throwing in the Wrecking Crew for Thor games (they are a classic Thor foe). To me, they can make me want to play a villain I generally don't like.
I like Ultron with one major exception: his drone minions stealing cards off your deck really annoys me. It can feel kind of unfair if he routinely steals key cards, especially against heroes that need to ramp up in the early game. I kind of wish they had a different way to represent drones. Other than that, I think he's pretty fun.
So besides the core set what else should I get? I will spend around 150 ish. I plan on buying wolverine, captin America, iron heart and spider ham. What villains should I buy and what other expansion set should I buy?
I like green goblin. For villain pack. I like mutant genesis, sinister motives and red skull boxes. Hero packs is whatever you’re into
Agree on Hela as #1. I found Loki to be uninteresting and combined with the fact it takes a long time to chew through 60hp he’s my least favourite.
