I don't understand what target letters are and why they're sent to police etc.? It sounds like the FBI is giving potential criminals the heads up that may be questioned involving murder, drugs and/or gambling..
So I had similar questions and I just did a little research. Look it up. It's interesting and might shed a little light on why they sent the target letters. They don't do it often.
The send target letters to make people sweat. Sending target letters is their way if saying "we are close to having enough to send you to prison". They use the target letters as leverage to motivate people they have less on, to turn on others. You'd be surprised at how many criminals will turn informant just by receiving a target letter. It's just another DOJ evidence gathering strategy.
