You say it to the other player in the hand who has to give their permission first. They have to agree. The phrase you use is “run it twice?“ (Or however many times-you can say three.) I’d look up strategies on when to do that and what it means if one player wins one and the other player wins the other.
A 3bet usually refers to when a player reraises an initial open preflop. E.g; 1/2 live game, player open raises from middle position to 6 and button reraises to 18 thats known as a 3bet, and if the initial opener re-reraises that is a 4bet and so on. 3bets can also refer to postflop so take the turn for example, a 3bet would be a re-reraise, so in that case it would be a reraise after a bet+a raise

There are many advantages/disadvantages of checking. In one scenario(250/500), let's say that I have a relatively very good hand(ex: full house). My strategy would be to build up the pot first, maybe raising more than double the last bet, then waiting to see what others may do. If the next round bet doesn't require me to call, then I'd check(alluding that my rank of hands aren't that good). In the river round, I could raise again, feeling confident and hopefully that if anyone else has a full house, that I have a higher card.
You can also check more often to play it safe like you mentioned. If you don't have that much money left or to play with in the beginning, then checking can be used as that strategy. However, I prefer not to play with people who check often since the point is to increase the value of the pot.

Megha Garg : Folding is when you throw your cards in. Mucking is when someone else pulls your folded cards away.
Folded cards usually go into the muck.

what is a three bet
Instead of calling the blinds, a player can raise the blinds and that is a 2bet. Re-Raising the 2bet is a 3bet.
