so do you dampen the shirt, crease it to make the mottled effect, spray from a distance with bleach water then rub the shirt collar and edges with a bleach water soaked pumice stone? or rub all over with the pumice stone as well as spray?

how can you make it not having an orange tone when using bleach?

Use blue dye. Put whatever you are dying in a dye bath with blue dye. Since blue is the opposite of orange, it should tone out the orange.
