Here is the problem and why often complaints about the police "illegally" parking tend to be mostly ignored: "3. Park or stop notwithstanding the other provisions of this chapter;" from Virginia 46.2 - 920. There is nothing in the statute about having to turn on lights. If it counts it is not just Virginia - that statute is written with the same wording here in Florida and in several other states. I am not sure how they interpret the statute there although in more than a few places, agencies and their attorneys interpret it as that notwithstanding the other provisions of this chapter includes the provision in this chapter which requires the vehicle to be in emergency operation: i.e. go through a red light, must be in emergency operation. Park wherever, do not have to be in emergency operation.
Perhaps one ought to consider the legislative intent of the statute specifically regarding parking of a police car by asking if there was an emergency at your home and the closest or only available officer happened to be at lunch and had to run to his cruiser, do you want him to be parked "legally" or do you want him to be parked as close to possible as to where he is eating.
Further you may be damaging your credibility at about 13:16 when you say the police car is legally parked. Some who may be more intimate with the parking regulations in the Commonwealth may point out "within 20 feet from the intersection of curb lines or, if none, then within 15 feet of the intersection of property lines at any highway intersection."
As far as your complaint about how they park I wish you the best of luck in trying to change something that has been going on for a half a century at least with apparent approval of both a couple of generations of attorneys working for government entities and a few legislatures.
As far as notifying you of a complaint does the policy say they can or they must?
Blocking out the citizens face defeats the entire purpose of auditing , there is no expectation of Privacy in Public .
The purpose is police reform. Some officers try to create a divide when citizens express discomfort with being recorded in public. We deny them this tactic with this small courtesy. Best wishes.

And now, the cop says the car had to run anytime lights are on, NO if he is parked and running his accessories from the accessory battery the starting battery and the shared current load on each via the very complex and efficient controller will manage those low-watt LED lights running in eco mode for 7 hours of safe on time not leaving the vehicle or any of the onboard needs compromised. The current management system is very deep and efficient in these vehicles, Not just a big ole alternator running into a big ole multi-post power block, OH no.
