Their "ID requirements" and fees ($10.00) are also illegal. You don't need to live in a particular State to access arrest records, and you do not have to present ID to obtain any public records. A "fee" should only apply if they make a physical copy, they can send it electronically at no charge. Not sure how it works in VA but, look into it. City Attorney's are without question, the most incompetent, disrespectful and malicious Attorney's on the planet! Educational note: When the citizen being recorded expresses displeasure, Ofc. Jobe has a duty to deescalate. By using terms like, “this poor woman,” Ofc. Jobe, who is an authority figure, is signaling to the woman that she is being mistreated. This creates an expectation of privacy from the woman and potential discord between citizens. Ofc. Jobe, when relaying the citizen’s request to not be recorded, once again creates an unreasonable expectation. Ofc. Jobe should have politely informed the woman that he was recording as well and that there’s no expectation of privacy in public. Many officers attempt to create discord between citizens, because they are personally offended by being recorded, during the course of their duties.

Just look at the LACK of RESPECT, PROFESSIONALISM, HONOR and INTEGRITY of these police encounters!!! They train more on how to apply "pain compliance techniques" and how to shoot/kill and abuse/arrest citizens than they do on the LAWS!!! Would you allow a plumber or electrician who didn't know their jobs work on your house?? Then why are we continuing to allow law enforcement who doesn't know the LAW be out there taking away people's MONEY, FREEDOM and in some cases LIVES??? We must abolish qualified immunity!! The "officer safety" phrase is a FARCE!! In 2023 there were 1329 citizens killed by law enforcement officers a 6.13% INCREASE and 136 law enforcement officers killed by citizens a 39% DECREASE!! So how can they continue to use "officer safety" as an excuse for anything?? All the FTP, ACAB, DEFUND, AUDITS and any other anti-police movements that are mainstream now a days are a direct result of THEIR OWN ACTIONS!! They EARN THE HATE every single day video after video and don't care because they have qualified immunity and know NOTHING will happen to them!! Law enforcement is nothing more than a REVENUE GENERATION division of the government!!! The national success rate of law enforcement solving crime is 46% for major crimes and 17% for property crimes!!! THINK ABOUT THAT!!! Educational note: The reason we repeatedly ask if someone is detained? If someone is detained/arrested, it may affect your freedom of movement in a public area. Officers who are upset will often accelerate arrest, claiming that you interfered with their detainee. Asking an officer if they have someone detained is a respectful question. Our intent is to quickly determine if there are restrictions to freedom of movement in a public space. Regardless, many officers dislike being asked this question.

I donate to the ACLU, the SPLC and Planned Parenthood. Here is the problem and why often complaints about the police "illegally" parking tend to be mostly ignored: "3. Park or stop notwithstanding the other provisions of this chapter;" from Virginia 46.2 - 920. There is nothing in the statute about having to turn on lights. If it counts it is not just Virginia - that statute is written with the same wording here in Florida and in several other states. I am not sure how they interpret the statute there although in more than a few places, agencies and their attorneys interpret it as that notwithstanding the other provisions of this chapter includes the provision in this chapter which requires the vehicle to be in emergency operation: i.e. go through a red light, must be in emergency operation. Park wherever, do not have to be in emergency operation. Perhaps one ought to consider the legislative intent of the statute specifically regarding parking of a police car by asking if there was an emergency at your home and the closest or only available officer happened to be at lunch and had to run to his cruiser, do you want him to be parked "legally" or do you want him to be parked as close to possible as to where he is eating. Further you may be damaging your credibility at about 13:16 when you say the police car is legally parked. Some who may be more intimate with the parking regulations in the Commonwealth may point out "within 20 feet from the intersection of curb lines or, if none, then within 15 feet of the intersection of property lines at any highway intersection." Getting documents from public records should not require ID if you are going to PAY for it. You want ID, then FOIA requested documents should be free. However, ID should NEVER be needed for PUBLIC DOCUMENTATION THAT BELONGS TO WE THE PEOPLE!!! Public entities serve the public by tax dollars and then city governments want more money? and id's? Why IDs? For retaliation? The public is not DUMB.....
