Police officers sit people on the bumper of the police car every single day all across america. Why aren't all of those people charged with disorderly? The only difference is the police did not want this man sitting on the car that belongs to the city or county.

The man said "shut up!" Then he laid on a police emergency vehicle, was given a chance to get off of the police officer's emergency vehicle 2x He didn't. He was arrested.

You are aware the custodian of public property has the powers as a private property owner? Did you miss the multiple SCOTUS decisions that say just that?
Finally, being a member of the 4th estate does not give you any additional rights. If someone without a camera did the same thing, that person would be just as liable.
