He's just throwing in whatever he wants in without thinking about the implications it has. Tim gave Gregg a chance to really bring the Decker series to life, and he seriously blew it. He didn't even really think about the characters and how they should be interacting with each other. Even if Dracula was to be in the Decker series, Decker would have been the one to go stop him, not a code breaker.
