The worst part is the main villan is just plain overpowered and the interesting skills are wasted on cannon fodder like Guldo or Ginyu.
Instead of going for teamwork battles with those special skills it is just dumb "who gonna punch the other guy harder" while restricting every battle to 1v1.
Entire Z fighters have own interesting special skills yet they serve as a unfunny clowns for filler episodes.

Fun fact: Relative to his power level, Burter was actually the fastest in the universe. Even though his power level was a fraction of captain Gunyu's, he was still faster. Till Goku showed up, Burter was the fastest in the universe outside of Frieza. Guldo's time stop ability is a different category from physical speed.
I recall reading the manga. During the fight with Goku and Captain Ginyu, Goku overtakes Ginyu as they're flying and Ginyu says something along the lines of:
"He's fast! Even faster than me!!!"
And at the same time, he clocked Goku's power around 85,000 before the Saiyan went at full power (180,000). My guess is that Goku used his Kaioken to quickly go at his max. So it's possible for someone weaker to be faster.

Nah, Goku was easily blitzing Burter but Ginyu even while supressed kept pace with that Goku
Yeah and even then Guido can only stop time for as long as he can hold his breathe. It's really not very special and has a large weakness. He barely could handle Krillin and Gohan. They were very close before his time stops.
Guldo also had a very low power level. For those who say Guldo could take out Captain Ginyu. No he can't. Captain is literally over 100 k higher. Who cares about temporary time manipulation. Ginyu is faster. Burter also is better.

Fun fact for those who may not know, every member of the Ginyu Force is (originally) named after some form of dairy product. The dubbing process just ruined it...much like many of Toriyama's naming puns.
Burter actually is named after butter, Jeice after cheese, Guldo after curd, Reecome after cream, and Ginyu is the Japanese syllables for cow's milk only swapped.
ruined is a strong word
Guldo is after yogurt, just had the "yo" removed and the "t(o)" vocalized to D.
To add to this, all of Frieza's soldiers have names related to food.
That purple alien who was guarding vegeta in the tank was Appule- named after Apple
My personal favorite abridged episode, just so funny beginning to end
