1994 SAAB 9000 Project horn and clock spring diagnostics

The horn is not working as intended. The horn will not turn off when the replay is plugged in. I go through diagnostic tracing on the dash fuse/relay panel, clock spring (ABS contact) and wiring harness from the steering column back to the horn relay socket.
