Noem should have simply called the "dog whisperer". His show demonstrates that it's almost never the dog's fault for bad behavior, it's always the owner. Instead of proving how she has the "balls" to make tough decisions, she's really proving she doesn't have the leadership skills and wisdom to be in government, let alone in top positions.
Nor the patience to understand anyone’s situation except her own. Pure selfishness.

She was trying to act like she was a big deal (in places like South Dakota pretty women liking guns and hunting has become a thing for them in recent years) but she really doesn't know how to train a dog for hunting, she was just pretending in order to get attention. Her failure to know how to train and work a dog led to her being embarrassed and that led to her "hating" the dog. She then killed it, and she thinks telling a story about killing a dog reveals her to be someone who can make difficult decisions. She didn't even see that the story is about a myriad of her failures, none of which she corrected, the least of which is her telling the story in the first place. She's a psychopath.
BTW, she's not a rancher. There are no ranches in the East part of South Dakota. They are farms. She pretends she's some rancher riding a horse out on the range, but there aren't any ranges within hundreds of miles from where she grew up. It's just another one of her lies.

I love animals and I work rescue. But the media is not t3elling you the whole story. Her dog was a cur. Animals like people can be born wrong in the head and it gets worse with age. It was over a year old and still attacking. It was not safe to let it live.

Poor training or lack of training can be responsible. A cur as you say is actually what people who care about dogs call a mixed breed. Mixed breed dogs as you should know can make very good pets in the right hands, same as pedigrees. That dog could have been sold , rehomed or trained . These would be the options that a person involved in animal rescue would advise. I would be surprised if you supervisor did not agree. If not your rescue should have an inspector call asap. Worse case scenario, if euthanasia is required , as in the case of a terminal illness, a vet should be called. The animal is first sedated before being pts. It is humane. How about the Billy goat? 2 shots with an interval between for shock , fear and steering pain . Is that justifiable? An intact male stallion, bull ram or goat should be fenced away from children. And yes they smell. That’s goats for you. Did he also deserve such vicious cruelty straight after?

I’ve been bitten by a lot of dogs. I’ve never shot one in the face.
People are using the excuse it was legal and ranchers do it when they have to if services are far away.
It might be legal but it’s still despicable. She’s the governor. She could easily find someone that knows how to train a dog to take it. She could easily afford to transport it anywhere. I don’t trust her opinion of when a dog is beyond training and most 2 year old working dogs aren’t beyond training even if they are rowdy at times.

This law needs to be enforced on this sadistic woman. Trump stated at the signing ceremony, " It is important that we combat these heinous and sadistic acts of cruelty, which are totally unacceptable in a civilized society."
