When the RF goes stale, the trick of changing the scouts works perfectly… it’s like a reset for the RF and you can get a whole new list of hopefuls. I think this may be due to the new scout(s) having different world knowledge
And of course new players being added to the game in youth intakes or changing the category they fit into. But yes, if you did the same focuses and picked a different scout for each you’d get different results.
I'm glad to see someone demonstrating how to use multiple shortlists. It can be extremely handy and you've taken it to another level by shuffling players in and out of 'interested' lists. Well done.
I'm yet to play FM24, but this is a terrific video. I'll certainly have to watch this a couple of more times until I get the hang of what I need to do, but I'm so pleased that you went down the pyramid a bit. Normally I choose the team I support (Newcastle - yes, I know, I know...) to learn the new game, then start my actual save down in the depths, so being able to understand the process of this at a high level will certainly help when the new save starts. This is a great find thank you. I think some of my scouts are wasted with the pre set things and will reassign them according to thjs and with the views. I can now keep a few back to search for a few key positions. Cheers 😊
There's plenty more, some tutorials some experiments. Might take some time between each just with having a full time job but planning for this to be a long term venture :)

Hey, nice video. It has left with some questions regarding SI's thinking behind the setup and why some RFs produce better results etc, but that's something for them to answer. One question for you, what is your game set up at the beginning with leagues etc and your player count? Because that will have a bearing on the results from scouting.
I pretty much follow the setup SYC puts together in this video ruclips.net/video/ZgCSDVbl1pE/видео.htmlsi=kalhgGcZlmMDq6xW I don’t load a lot of leagues to keep the speed high but this method loads about 110,000 players so it will be much more effective than just loading your league and putting large DB. As to the first bit, there’s probably some mechanics to make you scouts level, costs, travel and reputation matter but the 3rd update seemed to mess with those and reduced its effectiveness. It now seems to have a window of usefulness between seasons 3 and 10 but after that if you get really good it’s hard for it to keep up.
There’s a few ways you can do it. Youth is the essential one to put the high PA guys in. You then need either a filter one like I had in the vid, or just one called Interest to put those who would discuss terms. Then there’s Expensive for those you like but are out of your current price range. Futures is for those not interested at the moment (but if you move players who are interested to an Interested shortlist then you can leave the Futures in the original youth list) I might try and draw it somewhere as it sounds more complex than it is because there’s two ways of doing it.
Great video. Haven't got to the end of the video yet as I'm implimenting your suggestions as I play the game and have noticed something that could be an issue. When your setting up the recruitment focuses, you leave it as Any for the scout. However I've noticed that despite having 31 scouts at my club, the game is giving some scouts a second focus rather than using someone else. Will this be fine, or should I manually override this and choose a scout myself to spread out the work?
I've found that usually it doesn't matter, it's the collective pool of knowledge and the sheer number that matters. It may be that they're using the scouts to kill 2 birds with 1 stone. You can manually choose the scout if you want to concentrate on those who have high judging potential and working with youngsters but often, because the scouting is cyclical, it shouldn't matter :) Hope that helps.
@ironowlfm thanks for the prompt reply. I have adjusted the focus so each scout only has one task but that's more down to me being a bit pedantic and wanting a separate scout doing each age since you've said it shouldn't have a negative effect. I've set up a number of focuses but I still have lots of scouts unassigned so hopefully I'll get lots of updates to those I shortlist. Definitely feel more optimistic about using the recruitment focus now as I've never felt I got the most out of it in the past, even after watching ppl like Zealand.
Recruitment Focuses I find are there to conserve effort and concentrate on what you're after and work better at the start of games looking for starters and after 5 or so years are best served on the wonderkid regen hunt. There's so many avenues you can go down but I find that if you have the scouts to avoid that red text line then you can keep going for as long as your machine can process them.
Hey should I select Scout "any" or should i choose scouts to do a focus myself? because if i choose scout any and then edit the focus after it always just choose the best scout until they have 2 focuses, so the worse stat scouts got none, for example i create 6 focuses and choose scout any then it give 2 focuses to the 3 best scouts and the rest of my scouts technically not working on any focus, or will multiple scouts work on the focus then? :) thx for the content

Great tip thanks, just moving into my 2nd season and going well so far. Not sure if you mentioned it but I've found that if one of my scouts leaves the club then it defaults the assigned scout for the RF to the chief scout- best to keep checking them!

You will definitely get startable players at those young ages at times. Usually if you want instant starters you either remove the age gap and set your minimum star threshold a bit higher or choose your position/tactic and go by attributes. It can be used as a free agent and amateur/non-contract hunter too if you set the transfer value to 0.
Just be picky with scouts and don’t be overly reliant on their attributes. Aim for the countries on your knowledge map that are blank but only if you think they may have talent. Just keep asking for more scouts as you improve and never stop, even when you have 30 (unless you’re in a mountain of debt)
Fantastic video, thank you! One thing I've never understood - what benefit does limiting the area have, compared to just leaving on "all" regions? Does it help them find more players in that area? Or is it purely a time thing - ie a scout looking everywhere may take a long time to find a specific Brazilian WK, whereas a scout looking only in Brazil would find them faster? At what stage of the game is it worth having focuses for specific areas?
Thanks first of all 😊 Put simply, it’s about what you want your 50 results to show you. I find the time period stays more aligned to your number of scouts provided you have the world package. If you’re early in a save and can’t afford the world then it’s good to narrow realistic signings. If you’re rich and hunting wonderkids then I prefer leaving regions wide and letting the clubs scouting knowledge do the work. I don’t think it affects time but those nations with better youth ratings may give you more top talents than wider focuses, but do you want to miss out on the chance of a slightly obscure nation wonderkid? Those are the most fun to get.
Really glad to have seen this excellent video and planning to try it out when I get my long term FM24 career save underway. I do have a question though and would appreciate your view/insight. For my long term save I will be managing top premier league team using my usual set up of 18 nations with 29 playable leagues and small database - circa 88k starting size. I do not load any extra players. I was fascinated to see that your recommended approach includes leaving Area as Any, rather than choosing a Region or specific country. I usually apply 1 scout, ongoing, to each of my playable nations; which I though was the “recommended” approach. Presumably your approach of keeping Area as Any and leaving Scout and Analyst assigned as Any would still lead to all my playable nations being covered, along with other countries/regions that I have scouting knowledge of? All I need to ensure is that I have enough scouts for the assignments set and my Chief Scout, presumably, will then allocate the scouts and analysts to do the leg work? On responsibilities, I presumably should take control of scouting? Many thanks again for this video.
I’ll answer this a bit better when I’m back home with the game in front of me but in your scenario picking a region per scout using this method will be very effective but it’s a trade off with what you are looking for. You can set a 15-18 focus for a lot of regions, single ages on a few regions or pick your nations based on your scouts and accept the age range might prevent some talents from appearing. As a Prem team with lots of scouts, loaded nations and rep you should have free reign to pick which route you go but knowing you will still have a finite limit, be it the ability of a computer to process it or the number of scouts you have to give focuses to. In theory the optimal setup would be the 4 focuses I show but applied to each individual nation but this would need about 800 scouts. The happy medium is to do all 4 in South America, Africa, Asia and each of the European regions in high I think would still need about 40. The max I have got to is 30 scouts and that takes time so it’s a case of picking where you want to focus and what your scouts know.
@@ironowlfm Looking forward to your update after some more “digging in to this”. I have been wary of leaving scouts option as “any” when doing ongoing focuses, preferring to personally assign a scout who has extensive, or very good, knowledge of the country as in previous versions of FM scouts sent on ongoing assignments did not improve their scouting knowledge of that country ; their knowledge only improved if the assignment was set to “Until finished”. Assuming this still continues in FM24, leaving scout choice as “any” with ongoing would mean assigned scout could looking in countries that he has with no or little knowledge of, slowing down his reports ( depending on his adaptability) and not resulting in him improving his knowledge of any countries he scouts in. Wondering whether I would be better assigning scouts with good knowledge to each playable country and using Until Finished to cycle through age 15, age 16, age 17, age 18 and then 15-18 before rinse and repeating? Sending a scout with poor knowledge to a country and using Until Finished to cycle through the various age specific searches would then improve his, and maybe your clubs, knowledge level of the country. Would be interested in your views re this? Cycling through the age group filters rather than just doing 15-18 ongoing like I usually do seems to have benefits based upon your approach.
So your thought of concentrating on having scouts with full knowledge of the big leagues to be focused on them is probably optimal. If you do add people with better stats but no knowledge. If you do the until finished approach be aware that in FM23 as soon as they returned from their assignment and sent to a different nation they forgot all they knew so be sure you want them to stay there. I think the concept your suggesting is pretty much what I’d do in that situation. I just never put myself in that position, not for a number of seasons at least.
Realizing this is fairly "old" for fm24, but im going to ask anyways. How do you customized views in your recruitment focus tab? I cant change anything significant other than the default views. I cant seem to find a guide on how to fix this. There is no import option either. Anyways nice informative video, definetly will be using recruitment focuses differently after watching this :)
8:00 also they generally only accept more scouts if you have the scout max out. If not they will turn down the request. Thats another reason why when you join they say no, even though the finances are good.
So i just got the free FM 24, after being on FM 20 for the past few years and this is definitely very helpful for bringing in wonder kids but what do you do for bringing in ready made players? Do yo have separate focuses for when you need to bring in a starter or just use player search?
Recruitment foucses we’re intended more for that purpose by setting the position and stats you want but the most useful feature is setting the cost limit I think. It’s less effective than just sending the scouts out and listening to agent offers for ready made players but you can use the method I use but set the minimum stars to 2.5 and the max age to an age you’re happy with.
Great video. Thank you so much. I've got a question, I noticed that you ignore bad hidden traits like players who are not consistent, or players that are injury prone and made offers for them anyway. Why is this?
Personal preference. After years with a big side if you get a wide pool you have to choose reasons to narrow them down and if you’re loaning players out you need the right attributes from them to grow away from the club.
Also, have you tried making multiple ‘copies’ of each recruitment focus with a different scout assigned to each one? I just tried it in a quick test with 4 copies of the 15-18 one and each focus found different players. Could potentially be a way to get the scouts looking at hundreds of players a month.
For lower leagues would it be just as effective to get that world knowledge through physio and coach hires or do only scout world knowledge hires matter for recruitment focuses? I assume it's the entire staff so that might help for teams that at least make it to say league 1 to be able to start using this, trying to think of ways to use this as a lower league to premier league challenge enjoyer myself :p Incredibly well laid out video and pacing! Super easy to follow and yet jammed packed with information. I learned a lot! Thank you for making a bunch of things I never had use of in FM useful!
Really appreciate the comments 😊 Now that’s actually a question I don’t know the answer to. I “believe” that the scouting range is only affected by scouts and chief scouts knowledge but considering you can ask any staff as they join for a recommendation you’d like to think there is a link. I shall see if I can investigate that.
So to follow up I’ve asked in the SYC discord as I thought they’d know from the MTK stream save. Indeed any staff will contribute to the map and knowledge and Matt was signing coaches as “Map men” so yes, a physio could be a sneaky way to get extra knowledge
@@ironowlfm One thing to point out though, nonscouting staff usually have quite low knowledge of the country and some none at all, you can easily check in their profile. So it is something but not nearly as good as it used to be in older FMs
I do yes. You can tweak it and work it better by taking control but it takes time and I don’t tend to bother to save time as with it delegated I still get good results.
Hi mate. Thanks for this amazing scouting system. But i have a question, i setup various focus. 15-15, 16-16, 17-17, 18-18, 19-19, 20-20, 21-25, 26-30 and choose "any" scouts but when i look what are doing some of them are out of work. Its normal? I have about 11 scouts moreless and 8 focus running.
It’s been a common question. I’m still trying to figure if choosing them directly increases the frequency of results or whether the collective scouting ability is what matters. Safest bet is to pick the scouts to use more but if it turns out they are still on the same frequency as when the same scout is on each focus then you may as well utilise the others in other ways.
Because it doesn’t actually affect the players you get in the “In progress”. Sometimes you’ll see a 3.5 star who is under marked and it means if you miss them in the first pass but the scout recommends them you get another shot in the near misses. You can set it to any threshold, in theory you’ll have scouted the ones you’re after before that star level chosen matters. But if you expect you’ll forget to look for long periods then it means more players are kept on the lists and not just forgotten. Again, that can be adjusted to taste.

If you have a large number of scouts, do they actually contribute to the recruitment focuses or are they mainly there to keep reports up to date? I'm asking because the game seems to assign a certain scout to a RF if you choose the "any scout" option, sometimes same scout and/or analyst to multiple RFs. I've always used basically as many focuses as I had scouts minus 1 for the next opposition scouting, honestly with decent success which is why I kept doing it, but it seems like maybe it was an overkill or suboptimal.
So the recruitment focuses you’ve basically got it right so long as your machine can handle it. You’ll only ever get 50 in progress regardless of how many scouts you have so that is the most effective but it’s the world knowledge that affects it as regardless of which scout is assigned it shout scout every region you have if you set it wide enougj
Thanks, this covers actually a lot of the stuff that I have been thinking about and testing around with. I am actually a friend of scouting regions/countries to be able to find more exotic players (meaning that Colombia, Mexico etc. are not "exotic enough" for me ;-)) being kind of pedantic regarding "regional completeness" when scouting. However, I have the impression that there are some regions where I can scout for months and years without finding any kind of interesting players (such as Central Africa) although I have players loaded via advanced database setup, set my scouting setup such as yours (5 silver stars CA, 3 stars PA, age 15-21 etc.). In this context, what is your experience with regional/nation scouting? Obviously you tend to leave your focuses as open as possible or do you do regional scouting from time to time (I'm still on FM23)? In addition two small questions: - Scouting focuses do work no matter the age gap that's been used? So from your impression it works equally well when searching for 33-36 yrs old players? ;-) - What I heard the first time from this video is that a lot of focuses slow down the game? Is that really true? Did you do some testing in this regard? THX :)
To answer your first question, this method does usually work pretty well even when you narrow it down by region or country but it is heavily dependant on the database size and scouting knowledge range. Obviously it’s more effective in developed countries but if you want to narrow down to more obscure ones you can go as far as your machine and scouting level is capable. The age gap is mainly because most people watching are looking for wonderkids to develop and be home grown. If you are doing any specific challenges like a minimum age it will work with that too. Keeping the age range to 3 years max tends to prevent it being swamped. I’ve heard it from numerous people that FM23 slowed down the more focuses you have as it has to process searching all the potential options on a periodic basis. It’s not a major slowdown and I have no data per se. I’ve not seen too much slowdown in FM24 (I’m talking seconds per week extra but over a season maybe a minute or two) but I do have a laptop which always makes processing slower. There’s definitely people in the SecondYellowCard discord who have experience of the slow down in FM23 but the time you lose you probably save in not having to do loads of clicking. It’s all about trying to be efficient. I may add more to these answers later when I’m back home with the game in front of me again but thanks for the response. 👍
Thanks for your response and maybe further input. @@ironowlfm Another point: I always thought that, to meet the UEFA homegrown player rules, a player must be trained at a club/association for 3 yrs before (!) his 21. birthday. But obviously this is not fully true, since the season running during which he turns 21 (or even the one after) do count depending on the date of birth. Is the possibility to have an external player become home grown represented/discoverable somewhere in the game? Or is it calculation on a case by case base knowing the correct rule and deadline ;-)
That bit was more for players who you trained home grown and then sold or were sold before you took over. However, because teams can poach academy players, if the filter find them then they are eligible. It's hard to find those who are "nearly there" though. The home grown rule means they need to have completed the move to your club the day before their 19th birthday at the latest to be eligible for home grown status so their 19th, 20th and 21st years count as the 3 under UEFA rules.
Should I only have 1 recruitment focus for each age bracket? Or does it make sense to have more? Maybe more for 15-18? What about region specific? Thanks! Well done :)
Have one per age group to get the best results but if you only have 2 or 3 scouts stick to the 15-18 range (although you won’t get any 15/16 with the wide range). If you have loads of scouts you can choose wide age range and specific regions or allow all the regions and narrow the age range. I still believe the latter yield better results but not all saves are the same.
@@ironowlfm i have a question about assigning scouts though, the way its happened on my save is my best 2 scouts took 2 of them and i have a bunch of scouts doing nothing, is it possible to send scouts to countries manually, and have them pay attention to each focus or can i only do it the way of assigning each scout an individual focus and area?
to clarify, i have the 15-15, 16-16, 17-17, 18-18 etc all like in video, wanting to know if theres a way i can send a currently free scout to portugal/spain for instance and have him add to the report of anything he finds?
You’ve got a few choices here. You can manually assign one to each focus and get the best of it and maybe faster results. Let it continue as it is and add some similar focusses or a 15-18 but specify the area and pick a scout who know the area well (although not essential). Or you can do the same 3 or 4 and let them have two other scouts take it again adding an area (South America would be my main target if you have the scouting budget).
What game set up are you using to get that many players right away? I have tried with multiple leagues with large databases or basic one league with under 100k players and I got MAYBE a handful of players over a year using the methods in this video. Please help a brother out, I'm going insane here!!
So when I set the game up at the beginning I use a large database and load up continental rep players across 3 continents I think. Look for the video SecondYellowCard made on how he sets up his databases as it mirrors that. I means you only need the league you’re in turned on technically but if your save has started it can’t be retroactively filled with more players.

I've got 24 scouts, what do you recommend to do with so many? I'm managing Atalanta, would love to snipe wonderkids so I'm going to assign 4 scouts for that. Do I send the remaining ones to a specific country? I've been thinking to scout in England, France, Spain Germany and Italy for already developed players, say 3 stars in CA just to make sure to know if a big name goes on sale or something. Send the rest of my scout all over the world looking for wonderkids? Do I ask for 5 silver stars in CA and at least 3 in potential?
Yeah I think you’ve pretty much got the best method there. When it comes to the star settings really the one that matters is the CA which I think 5 silver stars is the right number to make sure they capture the best players. The PA limit doesn’t matter if you are using the in progress tab. Scout placement, just let them roam but the countries you have will have the best youth rating so should get the most results.
I don't know if you're reading comments but is it better to create different focuses on specific countries or is leaving "any" in the area tab just as good?
I’ve been finding any is better for results. If you have a scout you want to concentrate on one nation then set it but I’ve had those guys bring wonderkids for totally different nations so I leave it at all and rely on the scout knowledge to hit the nations likely to yield results.
Have you fiddled with assigning certain scouts to certain assignments at all? Or do you always leave it as “any”? It seems like if you leave it as any it only assigns a single scout to each focus.
I have tried to see if assigning two scouts makes it quicker or higher quality. It doesn’t. They only seem to need one scout to get your in progress list and then it’s worth having more on standby to scout when you’ve picked your shortlist players.

That’s what I’m led to believe yes. Obviously scouts and recruitment analysts will have more sway and accuracy but if you have a physio who knows a different country for example they should in theory improve your knowledge even if they aren’t the guy being sent there.
Idk why but my scouts are filtering almost all possiblem recomendations... When they are 'in progress' i see a lot of players like in your video, but when they are finished scouting the players don't appear in recommendations nor even in scouted players... i tried looking into all my filters but still dont know why this happens. any ideas? (obs: in progress there's a column with a lot of "asking price well above market value" - maybe because of it players don't get to recommendations. but i dont knoiw how to bypass it) ty
They all run on cycles so they will disappear after a while if not recommended. If they fall within your settings for stars but are ruled out of other reasons such as cost or contract then that is probably what is happening. Best thing to do is as soon as you see them within "in Progress" just manually scout them and then they are in the scouting cycle.
Does sending the scouts to a few nations they r knowledgable in not work in fm24? First save in barcelona and not getting any results that way, wondering if its because of financial situation
The better your squad is the worse your results are as it’s hard to improve on five star already. It’s sometimes a sign you’ve maxed out. The money can play a part and they are losing rep.
Would this work if you hire scouts that already know argentina and brazil for example? I notice that your reports are almost 100% british. Would sending scouts to specific areas work too?
Yep. You’ll get better results if they know those areas but even with 0 knowledge, if you set that as the area you should get some results and it get better over time.
When I do this and select any, I noticed the same scouts get selected for multiple focuses, and my best analyst is used for all of them. So some focuses are getting 30 in progress, others are getting 0. Is this meant to happen?
The game defaults to that but in reality it should be picking best available without a focus. Technically scouts can have multiple focuses so that’s why the tick in the box about not showing other results is crucial. Best to set the scout manually if there’s a lot of repeats. Analyst really shouldn’t matter but I find if you spread it out the results do come faster.
When I assign the focus on "Any" I noticed that it's assigning different focuses to the same scouts while other scouts are doing nothing. Does it adjust automatically or should I assign it manually?
You’re best to set them manually but so long as you untick the very bottom box about sharing results you will get different answers. But if all your scouts are good I advise selecting your scout if you’re willing to take the time. The follow up “Improved” video should explain this better.
I don’t think you can fully make them concentrate on the lists only but just be sure you have no unwanted focused and on scout assignments if they aren’t on your focuses make sure they are blank, in theory they should concentrate on your shortlist. If you want to fully guarantee it, assign a specific scout to each player in your shortlist and share it round. Takes a lot more clicking but will take less days in game.
Not a pain at all 👍 Hopefully there is a link to the view pack in the description. It’ll be a google drive link so find the three dots or right click and download. When downloaded unzip it and move the files to you football manager 2024 views folder in your documents. If it isn’t there then just create a new folder and name it views. There’s a readme text file in the link that should also help in finding where to put it.
Have you not noticed an issue of getting no reports in? Ive pretty much done half star 3 star in soecifoc countries and regions and theyre just not bringing any reports jn at all. I even knocked it down to 2.5 star in belgium and literally didnt find any players
The star starting for threshold shouldn’t make a difference until they monitor them. Narrowing to countries and regions does have a habit of driving away results. Make the search broader and then narrow back in later and it might play ball again. Or assign a scout who knows the region but don’t select the region and weed it out. If you’re in a save where you want a specific region only then maybe assign multiple scouts to the one focus.
@ironowlfm yeah I've tried most of that tbh and scouted just continents etc or searched for world wide. I'll try the multiple scouts one on the same search. After doing some research I have seen on the SI thread that other people are having issues but I've not seen any youtubers talk about it or have any issues even when I set up the same searches. Seems a bit strange and is sort of ruining the game for me at the minute
It seems very save dependant how much it’s affected people but it’s definitely been broken in a lot of saves. It’s still fine on my save and I haven’t been able to replicate the issues but I know it’s happened to a lot of people and I’m afraid it’s a bug. My only remaining suggestion is to cancel every single focus you have going, give it a week with none going. Then make new ones from scratch without using complete ones.
Use the same 4 focus but set the area to each continent. That will use 24. Save the other scouts for your shortlists, opposition and anything else that comes.
In the focuses themselves? There’s a view in the focuses that should have the stars. If you have the in game editor you can add a column to get the exact numbers.
I don't know what I'm doing wrong but my scouts aren't finding me anything and I'm still getting players that I didn't search for like 25year olds plus.
FM have had an effort to break the method and they've slowed it right down sadly. There's also a lot of meeting interactions that can change the settings. Best advice is to delete your current focuses and then make them fresh, assign a single scout to each and have each scout allocated one (even if the criteria is the same but ensure the tick box at the bottom is off) and let it cycle. It's taking 7 weeks or so but it can get there.
I've recently done this before the update and had wonderful results, but after the recent update to fm24 even after 6+ years into the save my scouts are struggling to find any players at all with the focus'. Any idea why this is and have you had this issue at all?
I’ve not had too many issues but I did do a reset at one point so it may be worth cancelling your current ones and making them fresh. In theory the update shouldn’t break anything unless you start a brand new save. The biggest factors are scouting budget, number of scouts and knowledge.
@@ironowlfm yeah this is on a brand new save after the update, with man u and like 20 scouts so the budget or number isn't an issue but also have done it with sporting with 12 scouts and both are returning with maybe 1-5 people if I'm lucky
This seems to be the case for me except I started my save after the update - have you any ideas how to adjust if it is possible to adjust so it works as it did in FM23 and prior to the update.
Hmmm. This may sound odd but if you have the financial freedom, sacrifice a bit of money into the scouting budget from your transfer kitty even if it means you go way over what you need for worldwide scouting. There seems to be a link I’m discovering this year. There does come a point at times where it seems to break and stop working for periods of time. It could be worth making some new focuses that are not the ones I suggested for one cycle to break the chain and then revert back after 2 months or so and see if it brings it back to life. I’m intrigued as I’ve had no problems so far but they may have changed the mechanics further up the food chain to make it harder which will put more emphasis on scouting regional knowledge and budget.
Interesting. I’m assume your current squad is at quite a high level and maybe the scouts range hasn’t quite got far enough yet. Usually when a team gets good you get 4 or 5 5 star PA players from other big clubs youth academies come up for around 20m or so. 100mil seems excessive. It may be worth focusing only on the “big countries” like France, Germany and Italy and seeing if it increases the number. If the cost stays so high then it could be something fm altered in the transfer mechanics that values age so reputation could be a factor.

That’s an ideal level for this if your board keep being willing to add scouts. And even if they don’t you should have the rep and the knowledge to find some gems
Without a scouting budget it is very limiting but in that Scunthorpe example I had no scout budget or transfer budget or wage budget and it fired options out. Some were free agents and some were loanable so that may be where it comes in handy. There are obviously other ways to do those things but this will gather them too and maybe make more FA visible.
Yeah, might need to sell some deadwood. Although even with no scouting budget it should let you scout the league you’re in and free agents but it may be pretty much the same as using players in range.
Can anyone explain to me why am i constantly getting this message "salary exceeds boards max allowance". I have played around with the slider. I have more than enough wage budget, i have more than enough transfer budget. I am not playing in a top 5 league, but this feels extemely punishing, especially if you have developed a talent, which you no longer can keep at the team, because the board won't let you give what the player wants. Also i haven't delegated a role to any of my staff, i am not going on vacation and still somehow the club rejects players, whose team have already accepted the transfer fee and all that is left is to negotiate the contract. PS: Great video otherwise. ❤
Check whether the board have set a maximum wage for each squad level under finances - wages - Summary - Advised max basic wage. Because of the club rep, expected income and other factors to avoid going bankrupt if you have a bad season, they might not allow the high wages unless they hold a certain squad position.
Firstly, thank you for answering my question, it's much appreciated! I did just check and it says that the max salary for the top guys, per year, is at 600k. Do you know if a league outside of the top 5, will have those wages ever progress and become bigger, depending on the club's performance in any eropean tournament for instance? Apologies if it's a dumb question, this is my first ever FM game.😅
It's definitely not a dumb question as there's no straight answer. It's no secret that outside of the top 7 leagues FM does a bad job of scaling leagues if they find success. The money flowing in and the wages will increase as the nation climbs the co-efficient chart but it does take a lot of time and a lot of continental success for the clubs. It may be that you have to concentrate on younger cheaper talent that you grow into world beaters or you flip on for massive profits that you can re-invest. It's one of the trickier areas in FM when outside the big leagues but it does make it a lot more interesting!

Nah your format is fine, take as much time as you need to get your point across. There are plenty of short videos that guy can watch if he has no attention span or patience
When the RF goes stale, the trick of changing the scouts works perfectly… it’s like a reset for the RF and you can get a whole new list of hopefuls. I think this may be due to the new scout(s) having different world knowledge
And of course new players being added to the game in youth intakes or changing the category they fit into. But yes, if you did the same focuses and picked a different scout for each you’d get different results.
I'm glad to see someone demonstrating how to use multiple shortlists. It can be extremely handy and you've taken it to another level by shuffling players in and out of 'interested' lists. Well done.

I'm yet to play FM24, but this is a terrific video. I'll certainly have to watch this a couple of more times until I get the hang of what I need to do, but I'm so pleased that you went down the pyramid a bit. Normally I choose the team I support (Newcastle - yes, I know, I know...) to learn the new game, then start my actual save down in the depths, so being able to understand the process of this at a high level will certainly help when the new save starts. I use a mouse and click and to select multiple you hold down control or if they are in a row you hold down shift

Hey, nice video. It has left with some questions regarding SI's thinking behind the setup and why some RFs produce better results etc, but that's something for them to answer. One question for you, what is your game set up at the beginning with leagues etc and your player count? Because that will have a bearing on the results from scouting.

I don’t load a lot of leagues to keep the speed high but this method loads about 110,000 players so it will be much more effective than just loading your league and putting large DB.
As to the first bit, there’s probably some mechanics to make you scouts level, costs, travel and reputation matter but the 3rd update seemed to mess with those and reduced its effectiveness. It now seems to have a window of usefulness between seasons 3 and 10 but after that if you get really good it’s hard for it to keep up.

There’s a few ways you can do it.
Youth is the essential one to put the high PA guys in.
You then need either a filter one like I had in the vid, or just one called Interest to put those who would discuss terms.
Then there’s Expensive for those you like but are out of your current price range.
Futures is for those not interested at the moment (but if you move players who are interested to an Interested shortlist then you can leave the Futures in the original youth list)
I might try and draw it somewhere as it sounds more complex than it is because there’s two ways of doing it.

Great video. Haven't got to the end of the video yet as I'm implimenting your suggestions as I play the game and have noticed something that could be an issue. When your setting up the recruitment focuses, you leave it as Any for the scout. However I've noticed that despite having 31 scouts at my club, the game is giving some scouts a second focus rather than using someone else. Will this be fine, or should I manually override this and choose a scout myself to spread out the work?
I've found that usually it doesn't matter, it's the collective pool of knowledge and the sheer number that matters. It may be that they're using the scouts to kill 2 birds with 1 stone. You can manually choose the scout if you want to concentrate on those who have high judging potential and working with youngsters but often, because the scouting is cyclical, it shouldn't matter :) Hope that helps.
@ironowlfm thanks for the prompt reply. I have adjusted the focus so each scout only has one task but that's more down to me being a bit pedantic and wanting a separate scout doing each age since you've said it shouldn't have a negative effect.
I've set up a number of focuses but I still have lots of scouts unassigned so hopefully I'll get lots of updates to those I shortlist.
Definitely feel more optimistic about using the recruitment focus now as I've never felt I got the most out of it in the past, even after watching ppl like Zealand.
Recruitment Focuses I find are there to conserve effort and concentrate on what you're after and work better at the start of games looking for starters and after 5 or so years are best served on the wonderkid regen hunt. There's so many avenues you can go down but I find that if you have the scouts to avoid that red text line then you can keep going for as long as your machine can process them.
Hey should I select Scout "any" or should i choose scouts to do a focus myself? because if i choose scout any and then edit the focus after it always just choose the best scout until they have 2 focuses, so the worse stat scouts got none, for example i create 6 focuses and choose scout any then it give 2 focuses to the 3 best scouts and the rest of my scouts technically not working on any focus, or will multiple scouts work on the focus then? :) thx for the content
You’ve got the choice, it often doesn’t sway the results so in theory it is best to set them manually but set your most important one to any.

Great tip thanks, just moving into my 2nd season and going well so far. Not sure if you mentioned it but I've found that if one of my scouts leaves the club then it defaults the assigned scout for the RF to the chief scout- best to keep checking them!

You will definitely get startable players at those young ages at times. Usually if you want instant starters you either remove the age gap and set your minimum star threshold a bit higher or choose your position/tactic and go by attributes. It can be used as a free agent and amateur/non-contract hunter too if you set the transfer value to 0.

Just be picky with scouts and don’t be overly reliant on their attributes. Aim for the countries on your knowledge map that are blank but only if you think they may have talent. Just keep asking for more scouts as you improve and never stop, even when you have 30 (unless you’re in a mountain of debt)

One thing I've never understood - what benefit does limiting the area have, compared to just leaving on "all" regions?
Does it help them find more players in that area? Or is it purely a time thing - ie a scout looking everywhere may take a long time to find a specific Brazilian WK, whereas a scout looking only in Brazil would find them faster?
At what stage of the game is it worth having focuses for specific areas?
Thanks first of all 😊 Put simply, it’s about what you want your 50 results to show you. I find the time period stays more aligned to your number of scouts provided you have the world package. If you’re early in a save and can’t afford the world then it’s good to narrow realistic signings. If you’re rich and hunting wonderkids then I prefer leaving regions wide and letting the clubs scouting knowledge do the work. I don’t think it affects time but those nations with better youth ratings may give you more top talents than wider focuses, but do you want to miss out on the chance of a slightly obscure nation wonderkid? Those are the most fun to get.

Really glad to have seen this excellent video and planning to try it out when I get my long term FM24 career save underway. I do have a question though and would appreciate your view/insight. For my long term save I will be managing top premier league team using my usual set up of 18 nations with 29 playable leagues and small database - circa 88k starting size. I do not load any extra players. I was fascinated to see that your recommended approach includes leaving Area as Any, rather than choosing a Region or specific country. I usually apply 1 scout, ongoing, to each of my playable nations; which I though was the “recommended” approach. Presumably your approach of keeping Area as Any and leaving Scout and Analyst assigned as Any would still lead to all my playable nations being covered, along with other countries/regions that I have scouting knowledge of? All I need to ensure is that I have enough scouts for the assignments set and my Chief Scout, presumably, will then allocate the scouts and analysts to do the leg work? On responsibilities, I presumably should take control of scouting?

I’ll answer this a bit better when I’m back home with the game in front of me but in your scenario picking a region per scout using this method will be very effective but it’s a trade off with what you are looking for. You can set a 15-18 focus for a lot of regions, single ages on a few regions or pick your nations based on your scouts and accept the age range might prevent some talents from appearing.
As a Prem team with lots of scouts, loaded nations and rep you should have free reign to pick which route you go but knowing you will still have a finite limit, be it the ability of a computer to process it or the number of scouts you have to give focuses to.
In theory the optimal setup would be the 4 focuses I show but applied to each individual nation but this would need about 800 scouts.
The happy medium is to do all 4 in South America, Africa, Asia and each of the European regions in high I think would still need about 40. The max I have got to is 30 scouts and that takes time so it’s a case of picking where you want to focus and what your scouts know.
I may need to do a bit more digging on this.

I have been wary of leaving scouts option as “any” when doing ongoing focuses, preferring to personally assign a scout who has extensive, or very good, knowledge of the country as in previous versions of FM scouts sent on ongoing assignments did not improve their scouting knowledge of that country ; their knowledge only improved if the assignment was set to “Until finished”. Assuming this still continues in FM24, leaving scout choice as “any” with ongoing would mean assigned scout could looking in countries that he has with no or little knowledge of, slowing down his reports ( depending on his adaptability) and not resulting in him improving his knowledge of any countries he scouts in. Wondering whether I would be better assigning scouts with good knowledge to each playable country and using Until Finished to cycle through age 15, age 16, age 17, age 18 and then 15-18 before rinse and repeating? Sending a scout with poor knowledge to a country and using Until Finished to cycle through the various age specific searches would then improve his, and maybe your clubs, knowledge level of the country. Would be interested in your views re this? Cycling through the age group filters rather than just doing 15-18 ongoing like I usually do seems to have benefits based upon your approach.
So your thought of concentrating on having scouts with full knowledge of the big leagues to be focused on them is probably optimal. If you do add people with better stats but no knowledge. If you do the until finished approach be aware that in FM23 as soon as they returned from their assignment and sent to a different nation they forgot all they knew so be sure you want them to stay there.
I think the concept your suggesting is pretty much what I’d do in that situation. I just never put myself in that position, not for a number of seasons at least.

Realizing this is fairly "old" for fm24, but im going to ask anyways. How do you customized views in your recruitment focus tab? I cant change anything significant other than the default views. I cant seem to find a guide on how to fix this. There is no import option either. Anyways nice informative video, definetly will be using recruitment focuses differently after watching this :)
Update, i downloaded and imported the Sas24 skin and now i have the customize available :)

8:00 also they generally only accept more scouts if you have the scout max out. If not they will turn down the request. Thats another reason why when you join they say no, even though the finances are good.

So i just got the free FM 24, after being on FM 20 for the past few years and this is definitely very helpful for bringing in wonder kids but what do you do for bringing in ready made players? Do yo have separate focuses for when you need to bring in a starter or just use player search?
Recruitment foucses we’re intended more for that purpose by setting the position and stats you want but the most useful feature is setting the cost limit I think.
It’s less effective than just sending the scouts out and listening to agent offers for ready made players but you can use the method I use but set the minimum stars to 2.5 and the max age to an age you’re happy with.

Personal preference. After years with a big side if you get a wide pool you have to choose reasons to narrow them down and if you’re loaning players out you need the right attributes from them to grow away from the club.

Also, have you tried making multiple ‘copies’ of each recruitment focus with a different scout assigned to each one? I just tried it in a quick test with 4 copies of the 15-18 one and each focus found different players. Could potentially be a way to get the scouts looking at hundreds of players a month.

For lower leagues would it be just as effective to get that world knowledge through physio and coach hires or do only scout world knowledge hires matter for recruitment focuses?
I assume it's the entire staff so that might help for teams that at least make it to say league 1 to be able to start using this, trying to think of ways to use this as a lower league to premier league challenge enjoyer myself :p

Now that’s actually a question I don’t know the answer to. I “believe” that the scouting range is only affected by scouts and chief scouts knowledge but considering you can ask any staff as they join for a recommendation you’d like to think there is a link. I shall see if I can investigate that.
So to follow up I’ve asked in the SYC discord as I thought they’d know from the MTK stream save. Indeed any staff will contribute to the map and knowledge and Matt was signing coaches as “Map men” so yes, a physio could be a sneaky way to get extra knowledge
@@ironowlfm One thing to point out though, nonscouting staff usually have quite low knowledge of the country and some none at all, you can easily check in their profile. So it is something but not nearly as good as it used to be in older FMs

I do yes. You can tweak it and work it better by taking control but it takes time and I don’t tend to bother to save time as with it delegated I still get good results.
Hi mate. Thanks for this amazing scouting system. But i have a question, i setup various focus. 15-15, 16-16, 17-17, 18-18, 19-19, 20-20, 21-25, 26-30 and choose "any" scouts but when i look what are doing some of them are out of work. Its normal? I have about 11 scouts moreless and 8 focus running.
It’s been a common question. I’m still trying to figure if choosing them directly increases the frequency of results or whether the collective scouting ability is what matters. Safest bet is to pick the scouts to use more but if it turns out they are still on the same frequency as when the same scout is on each focus then you may as well utilise the others in other ways.
Cheers for the video. Quick question. Why don't you set the threshold to 4 and a half star potential if you're not going to want anyone below that?
Because it doesn’t actually affect the players you get in the “In progress”. Sometimes you’ll see a 3.5 star who is under marked and it means if you miss them in the first pass but the scout recommends them you get another shot in the near misses. You can set it to any threshold, in theory you’ll have scouted the ones you’re after before that star level chosen matters. But if you expect you’ll forget to look for long periods then it means more players are kept on the lists and not just forgotten. Again, that can be adjusted to taste.

If you have a large number of scouts, do they actually contribute to the recruitment focuses or are they mainly there to keep reports up to date? I'm asking because the game seems to assign a certain scout to a RF if you choose the "any scout" option, sometimes same scout and/or analyst to multiple RFs.
I've always used basically as many focuses as I had scouts minus 1 for the next opposition scouting, honestly with decent success which is why I kept doing it, but it seems like maybe it was an overkill or suboptimal.
So the recruitment focuses you’ve basically got it right so long as your machine can handle it. You’ll only ever get 50 in progress regardless of how many scouts you have so that is the most effective but it’s the world knowledge that affects it as regardless of which scout is assigned it shout scout every region you have if you set it wide enougj
Thanks, this covers actually a lot of the stuff that I have been thinking about and testing around with. I am actually a friend of scouting regions/countries to be able to find more exotic players (meaning that Colombia, Mexico etc. are not "exotic enough" for me ;-)) being kind of pedantic regarding "regional completeness" when scouting. However, I have the impression that there are some regions where I can scout for months and years without finding any kind of interesting players (such as Central Africa) although I have players loaded via advanced database setup, set my scouting setup such as yours (5 silver stars CA, 3 stars PA, age 15-21 etc.).
In this context, what is your experience with regional/nation scouting? Obviously you tend to leave your focuses as open as possible or do you do regional scouting from time to time (I'm still on FM23)?
In addition two small questions:
- Scouting focuses do work no matter the age gap that's been used? So from your impression it works equally well when searching for 33-36 yrs old players? ;-)
- What I heard the first time from this video is that a lot of focuses slow down the game? Is that really true? Did you do some testing in this regard?

To answer your first question, this method does usually work pretty well even when you narrow it down by region or country but it is heavily dependant on the database size and scouting knowledge range. Obviously it’s more effective in developed countries but if you want to narrow down to more obscure ones you can go as far as your machine and scouting level is capable.
The age gap is mainly because most people watching are looking for wonderkids to develop and be home grown. If you are doing any specific challenges like a minimum age it will work with that too. Keeping the age range to 3 years max tends to prevent it being swamped.
I’ve heard it from numerous people that FM23 slowed down the more focuses you have as it has to process searching all the potential options on a periodic basis. It’s not a major slowdown and I have no data per se. I’ve not seen too much slowdown in FM24 (I’m talking seconds per week extra but over a season maybe a minute or two) but I do have a laptop which always makes processing slower. There’s definitely people in the SecondYellowCard discord who have experience of the slow down in FM23 but the time you lose you probably save in not having to do loads of clicking. It’s all about trying to be efficient.

Another point: I always thought that, to meet the UEFA homegrown player rules, a player must be trained at a club/association for 3 yrs before (!) his 21. birthday. But obviously this is not fully true, since the season running during which he turns 21 (or even the one after) do count depending on the date of birth.
Is the possibility to have an external player become home grown represented/discoverable somewhere in the game? Or is it calculation on a case by case base knowing the correct rule and deadline ;-)
That bit was more for players who you trained home grown and then sold or were sold before you took over. However, because teams can poach academy players, if the filter find them then they are eligible. It's hard to find those who are "nearly there" though. The home grown rule means they need to have completed the move to your club the day before their 19th birthday at the latest to be eligible for home grown status so their 19th, 20th and 21st years count as the 3 under UEFA rules.

Have one per age group to get the best results but if you only have 2 or 3 scouts stick to the 15-18 range (although you won’t get any 15/16 with the wide range). If you have loads of scouts you can choose wide age range and specific regions or allow all the regions and narrow the age range. I still believe the latter yield better results but not all saves are the same.

to clarify, i have the 15-15, 16-16, 17-17, 18-18 etc all like in video, wanting to know if theres a way i can send a currently free scout to portugal/spain for instance and have him add to the report of anything he finds?
You’ve got a few choices here. You can manually assign one to each focus and get the best of it and maybe faster results. Let it continue as it is and add some similar focusses or a 15-18 but specify the area and pick a scout who know the area well (although not essential). Or you can do the same 3 or 4 and let them have two other scouts take it again adding an area (South America would be my main target if you have the scouting budget).

What game set up are you using to get that many players right away? I have tried with multiple leagues with large databases or basic one league with under 100k players and I got MAYBE a handful of players over a year using the methods in this video. Please help a brother out, I'm going insane here!!
So when I set the game up at the beginning I use a large database and load up continental rep players across 3 continents I think. Look for the video SecondYellowCard made on how he sets up his databases as it mirrors that. I means you only need the league you’re in turned on technically but if your save has started it can’t be retroactively filled with more players.

I've got 24 scouts, what do you recommend to do with so many? I'm managing Atalanta, would love to snipe wonderkids so I'm going to assign 4 scouts for that. Do I send the remaining ones to a specific country? I've been thinking to scout in England, France, Spain Germany and Italy for already developed players, say 3 stars in CA just to make sure to know if a big name goes on sale or something. Send the rest of my scout all over the world looking for wonderkids? Do I ask for 5 silver stars in CA and at least 3 in potential?
Yeah I think you’ve pretty much got the best method there. When it comes to the star settings really the one that matters is the CA which I think 5 silver stars is the right number to make sure they capture the best players. The PA limit doesn’t matter if you are using the in progress tab. Scout placement, just let them roam but the countries you have will have the best youth rating so should get the most results.
I don't know if you're reading comments but is it better to create different focuses on specific countries or is leaving "any" in the area tab just as good?
I’ve been finding any is better for results. If you have a scout you want to concentrate on one nation then set it but I’ve had those guys bring wonderkids for totally different nations so I leave it at all and rely on the scout knowledge to hit the nations likely to yield results.

Have you fiddled with assigning certain scouts to certain assignments at all? Or do you always leave it as “any”? It seems like if you leave it as any it only assigns a single scout to each focus.
I have tried to see if assigning two scouts makes it quicker or higher quality. It doesn’t. They only seem to need one scout to get your in progress list and then it’s worth having more on standby to scout when you’ve picked your shortlist players.

That’s what I’m led to believe yes. Obviously scouts and recruitment analysts will have more sway and accuracy but if you have a physio who knows a different country for example they should in theory improve your knowledge even if they aren’t the guy being sent there.
Idk why but my scouts are filtering almost all possiblem recomendations... When they are 'in progress' i see a lot of players like in your video, but when they are finished scouting the players don't appear in recommendations nor even in scouted players... i tried looking into all my filters but still dont know why this happens. any ideas? (obs: in progress there's a column with a lot of "asking price well above market value" - maybe because of it players don't get to recommendations. but i dont knoiw how to bypass it) ty
They all run on cycles so they will disappear after a while if not recommended. If they fall within your settings for stars but are ruled out of other reasons such as cost or contract then that is probably what is happening. Best thing to do is as soon as you see them within "in Progress" just manually scout them and then they are in the scouting cycle.
Does sending the scouts to a few nations they r knowledgable in not work in fm24? First save in barcelona and not getting any results that way, wondering if its because of financial situation
The better your squad is the worse your results are as it’s hard to improve on five star already. It’s sometimes a sign you’ve maxed out. The money can play a part and they are losing rep.

Would this work if you hire scouts that already know argentina and brazil for example? I notice that your reports are almost 100% british. Would sending scouts to specific areas work too?
Yep. You’ll get better results if they know those areas but even with 0 knowledge, if you set that as the area you should get some results and it get better over time.

When I do this and select any, I noticed the same scouts get selected for multiple focuses, and my best analyst is used for all of them. So some focuses are getting 30 in progress, others are getting 0. Is this meant to happen?
The game defaults to that but in reality it should be picking best available without a focus. Technically scouts can have multiple focuses so that’s why the tick in the box about not showing other results is crucial. Best to set the scout manually if there’s a lot of repeats. Analyst really shouldn’t matter but I find if you spread it out the results do come faster.
When I assign the focus on "Any" I noticed that it's assigning different focuses to the same scouts while other scouts are doing nothing. Does it adjust automatically or should I assign it manually?
You’re best to set them manually but so long as you untick the very bottom box about sharing results you will get different answers. But if all your scouts are good I advise selecting your scout if you’re willing to take the time. The follow up “Improved” video should explain this better.

I don’t think you can fully make them concentrate on the lists only but just be sure you have no unwanted focused and on scout assignments if they aren’t on your focuses make sure they are blank, in theory they should concentrate on your shortlist.
If you want to fully guarantee it, assign a specific scout to each player in your shortlist and share it round. Takes a lot more clicking but will take less days in game.

Not a pain at all 👍 Hopefully there is a link to the view pack in the description. It’ll be a google drive link so find the three dots or right click and download. When downloaded unzip it and move the files to you football manager 2024 views folder in your documents. If it isn’t there then just create a new folder and name it views. There’s a readme text file in the link that should also help in finding where to put it.

Have you not noticed an issue of getting no reports in? Ive pretty much done half star 3 star in soecifoc countries and regions and theyre just not bringing any reports jn at all. I even knocked it down to 2.5 star in belgium and literally didnt find any players
The star starting for threshold shouldn’t make a difference until they monitor them. Narrowing to countries and regions does have a habit of driving away results. Make the search broader and then narrow back in later and it might play ball again. Or assign a scout who knows the region but don’t select the region and weed it out. If you’re in a save where you want a specific region only then maybe assign multiple scouts to the one focus.

After doing some research I have seen on the SI thread that other people are having issues but I've not seen any youtubers talk about it or have any issues even when I set up the same searches. Seems a bit strange and is sort of ruining the game for me at the minute
It seems very save dependant how much it’s affected people but it’s definitely been broken in a lot of saves. It’s still fine on my save and I haven’t been able to replicate the issues but I know it’s happened to a lot of people and I’m afraid it’s a bug.
My only remaining suggestion is to cancel every single focus you have going, give it a week with none going. Then make new ones from scratch without using complete ones.

Use the same 4 focus but set the area to each continent. That will use 24. Save the other scouts for your shortlists, opposition and anything else that comes.

In the focuses themselves? There’s a view in the focuses that should have the stars. If you have the in game editor you can add a column to get the exact numbers.

I don't know what I'm doing wrong but my scouts aren't finding me anything and I'm still getting players that I didn't search for like 25year olds plus.
FM have had an effort to break the method and they've slowed it right down sadly. There's also a lot of meeting interactions that can change the settings. Best advice is to delete your current focuses and then make them fresh, assign a single scout to each and have each scout allocated one (even if the criteria is the same but ensure the tick box at the bottom is off) and let it cycle. It's taking 7 weeks or so but it can get there.

I've recently done this before the update and had wonderful results, but after the recent update to fm24 even after 6+ years into the save my scouts are struggling to find any players at all with the focus'. Any idea why this is and have you had this issue at all?
I’ve not had too many issues but I did do a reset at one point so it may be worth cancelling your current ones and making them fresh. In theory the update shouldn’t break anything unless you start a brand new save. The biggest factors are scouting budget, number of scouts and knowledge.
@@ironowlfm yeah this is on a brand new save after the update, with man u and like 20 scouts so the budget or number isn't an issue but also have done it with sporting with 12 scouts and both are returning with maybe 1-5 people if I'm lucky

Hmmm. This may sound odd but if you have the financial freedom, sacrifice a bit of money into the scouting budget from your transfer kitty even if it means you go way over what you need for worldwide scouting. There seems to be a link I’m discovering this year.
There does come a point at times where it seems to break and stop working for periods of time. It could be worth making some new focuses that are not the ones I suggested for one cycle to break the chain and then revert back after 2 months or so and see if it brings it back to life.
I’m intrigued as I’ve had no problems so far but they may have changed the mechanics further up the food chain to make it harder which will put more emphasis on scouting regional knowledge and budget.

Interesting. I’m assume your current squad is at quite a high level and maybe the scouts range hasn’t quite got far enough yet. Usually when a team gets good you get 4 or 5 5 star PA players from other big clubs youth academies come up for around 20m or so. 100mil seems excessive.
It may be worth focusing only on the “big countries” like France, Germany and Italy and seeing if it increases the number. If the cost stays so high then it could be something fm altered in the transfer mechanics that values age so reputation could be a factor.

That’s an ideal level for this if your board keep being willing to add scouts. And even if they don’t you should have the rep and the knowledge to find some gems
I presume you need a scouting budget to get results? I'm poor and have none with Gateshead.
Without a scouting budget it is very limiting but in that Scunthorpe example I had no scout budget or transfer budget or wage budget and it fired options out. Some were free agents and some were loanable so that may be where it comes in handy. There are obviously other ways to do those things but this will gather them too and maybe make more FA visible.

Yeah, might need to sell some deadwood. Although even with no scouting budget it should let you scout the league you’re in and free agents but it may be pretty much the same as using players in range.
Can anyone explain to me why am i constantly getting this message "salary exceeds boards max allowance". I have played around with the slider. I have more than enough wage budget, i have more than enough transfer budget. I am not playing in a top 5 league, but this feels extemely punishing, especially if you have developed a talent, which you no longer can keep at the team, because the board won't let you give what the player wants. Also i haven't delegated a role to any of my staff, i am not going on vacation and still somehow the club rejects players, whose team have already accepted the transfer fee and all that is left is to negotiate the contract.

Check whether the board have set a maximum wage for each squad level under finances - wages - Summary - Advised max basic wage. Because of the club rep, expected income and other factors to avoid going bankrupt if you have a bad season, they might not allow the high wages unless they hold a certain squad position.
Firstly, thank you for answering my question, it's much appreciated! I did just check and it says that the max salary for the top guys, per year, is at 600k. Do you know if a league outside of the top 5, will have those wages ever progress and become bigger, depending on the club's performance in any eropean tournament for instance? Apologies if it's a dumb question, this is my first ever FM game.😅
It's definitely not a dumb question as there's no straight answer. It's no secret that outside of the top 7 leagues FM does a bad job of scaling leagues if they find success. The money flowing in and the wages will increase as the nation climbs the co-efficient chart but it does take a lot of time and a lot of continental success for the clubs. It may be that you have to concentrate on younger cheaper talent that you grow into world beaters or you flip on for massive profits that you can re-invest. It's one of the trickier areas in FM when outside the big leagues but it does make it a lot more interesting!
