Grants are VERY SPECIFIC on what the money can be used for. Fani's office had to write for it. THEY decided where the money would be spent BEFORE they asked for the grant.
For example if they said they were gonna buy 12 backpacks, they better not buy 15, and if they buy only 10, the excess money goes back.

Not quite. A court can order some records to be sealed and the public then has no right to see them. Also, some records such as persons who have concealed weapons permits/licenses are off limits to citizens in many States. As a government employee who handled payroll, my state also made my records off limits. Try finding out what a judge in Florida owns or a police officer and you will find the property records are blocked.
