Liverpool met the asking price for the player before Chelsea. The player could have agreed personal terms with Accrington Stanley and it wouldn't matter as long as they don't meet the transfer valuation fee.

Given the history between the clubs (Lallana, Milner, Mac Allister, Lawrenson, Case, Saunders, Teixeira, Robinson, etc.), you’d think Brighton would want to maintain that friendly relationship. Liverpool should - and will - remember this.
If they push Caicedo to choose between those two options, it won't good for both clubs. If he stay, brighton will get unhappy player. He already in london and refused to train with the team. It's not healthy, and will make dressing room toxic.

Also, Caicedo had a lengthy contract - so Brighton had the upper hand in terms of what they could get for selling him. Again, any club would want to sell for the most money they can get. Unless you're RB Salzburg selling to RB Leipzig.
Think about it... Chelsea originally came in with a £70m bid for Caicedo, even though Brighton said they wouldn't entertain any bid under £100m. In the end, Brighton rejected the bids three times because Chelsea never once offered what Brighton wanted. It was only when Liverpool came in with the £111m bid that Chelsea changed their tune and offered £115m (later dropped to £100m plus add ons). So yeah... no disrespect from Chelsea at all for not tendering a bid that Brighton wanted. Chelsea should take a leaf out of Arsenal's book... Arsenal's offer of £105m plus add ons was pretty close to what West Ham wanted, hence the deal was done reasonably quickly.
Both Liverpool and Chelsea have failed in this transfer window... Liverpool failed with their three low bids for Lavia (whom Chelsea eventually got for more than Southampton's asking price), and Chelsea failed with their three low bids for Caicedo, just for Liverpool to 'gazump' them temporarily, forcing them to put in a bid closer to what Brighton want. Remember, Brighton were under no pressure to sell a player with more than 4 years left of his contract.
