Will it Start? Free Dumped Curbside Rover Mower! Can we Fix It?

Here is a Rover 4 Stroke lawnmower which I found that had been dumped on the side of the road on the side of this bushland scrub reserve. Whilst generally looking really rough and tired, it was clearly a nice wide bodied 4 stroke mower and I can't myself but load it into the boot and take it home!
Question is, what is wrong with it, will it start and can we fix it? Авто/Мото

Yes mate, people leave stuff on the side of the road all of the time around where I live, so much so my wife actually gets cross at me because I always slow down when I see a pile of stuff on the side of the road, however I’ve started getting picky wrt what I drag home nowadays! Cheers Drew

Thanks Gary!! I actually picked up a trailer load of VICTAs from a scraper the other day that he had collected for free. I didn’t bother recording but with a bit of tinkering every single one fired up and now boys are painting them up for some pocket money! Cheers Drew
DrewFixIt, the cause of surging on this Briggs classic is due to air leak. There are two causes of this surging. 1. When the diaphragm on the internal fuel pump towards the manifold get pulled in which caused an air leak. 2. When the manifold retainer comes off which also push the manifold oring out which cause an air leak. We can see at 11:03 (pointed with your finger), the oring manifold white plastic retainer had came off. The surging stopped when you reasemble the carburetor and fix the retainer back in place. I felt sad you deformed the small iddle spring. Nothing wrong with the small spring. When you tension the small spring, you will lost the iddle. Once you run the engine, it will revs higher (no iddle) at minimum throttle before the stop. Otherwise It's a good video and you have saved one mower. Cheers, VARIETECH

Ive seen the throtle cable routed around the front of the machine to avoid the carb area you had used.
Hi Mate, I have seen this too and infact I changed it back to the side with the carb as I think it actually works better on the carb side you just have to use a cable tie to hold in the throttle cable! Cheers Drew

100% that rover would last another 10 20 years easily with half decent maintenance looks like the good old 450 briggs classic engine the old version with the 2 spring air vane govoner system
