i don't believe he's able to effortlessly fake an accent for no purpose my guess is he's a particularly impressionable guy who picked up accents from his time in the netherlands that he can hide but doesn't naturally it reminds me of hearing Jaime Lannister's actor in interviews who has an accent, even though he can hide it entirely when in character, but he prefers not to when speaking naturally.
I think he's just faking it. People fake accents all the time. You can say there's no purpose, but it affects the perception of him as a US chess player.
