The reason they don't alternate at the same time is that they're actually independent -- they turn off when the plate is triggered and on when the plate times out. It'd be more obvious if you made the track a bit longer (there'd be a period when both torches were on).
Of course there are other ways, but that doesn't mean i didn't build one in 1.6.2/1.6.4 while watching the video. It's really easy to make and i called it updated because it's a little more compact and works with the current snapshot. The setup goes bl dr pr pr dr bl with a rt powering the the prs and the drs are the output bl=block;dr=detector rail; pr=powered rail;rt=redstone torch. I know there are better, quieter ways to build a clock but it was fun to do.

Nice. Simple and compact. I have also once tried it before, but my was not this compact. I also did some memory cells using minecarts but all of them was big and ugly. Can you create usable compact memory cell using minecarts?
I'm sad that I didn't learn of Etho's videos back in alpha, stuff like this are quite interesting. Too bad jeb pathed 1.9rc6's version for 1.0.0 otherwise this would be useful again
@KahroSynetic You can use detecter rails instead of pressure plates and you can get rid of the second rail and replace the plain rails with powered rails, then power them. You could hook up the redstone torches with note blocks, and then it would still make sound

If you were to play version 0.6.2 of minecraft pe, those textures wouldn't not resemble anything like diorite, I was really bummed when they replaced it with what in I thought to be the worst texture ever for gravel. It as horrible
as of 1.6, there is the problem of old-fashioned boosters not working. however, we can wire the pressure plate to a booster track so the minecart can go the other way, the other pressure plate activates another booster track. maybe that will work.
with th sound & the flashing torches you could make like a warning for some passage when a mine cart comes by (like activate it with a detector rail before the passage and turn it off using a detector rail after the passage)
@klisterable he showed us an example of things u can do with it. and this device is made for redstone. you can for example make something switch back and forth between two things. and he was showing us how to make the redstone go up and down very compact. thats what the torches were for.
