You get it when you complete the mission "scarlatina" in kenways fleet

@@thomasrhoads2629 inside the jackdaw (entrance is right under the steering deck) and go to the table right in front of you when you enter. That's where kenways fleet is located. From there you can access the missions needed to get the map
