@@lazypig704The government doesn't keep the money from the carbon tax. The money is collected and returned as a rebate. The carbon tax rewards those who use less energy. For example, the mass transit user pays less carbon tax and the guy who drives a big truck pays more. Both get the same rebate. That seems both fair and reasonable.

Meteorologists and governments have been using the term “atmospheric river” more often in order to better communicate the impact of an incoming rainstorm. The ability to differentiate between a standard rainstorm and one that could devastate a region has become essential
"Atmospheric rivers are relatively long, narrow regions in the atmosphere - like rivers in the sky - that transport most of the water vapor outside of the tropics. While atmospheric rivers can vary greatly in size and strength, the average atmospheric river carries an amount of water vapor roughly equivalent to the average flow of water at the mouth of the Mississippi River. When the atmospheric rivers make landfall, they often release this water vapor in the form of rain or snow." NOAA
Flash floods, average rate is 25 feet from original state. It's height above creek 25 to 30 feet. It's safer to build above this.
