A large section of the lower mainland is a floodzone. Civilization has settled along the flood zone for various reasons which include more fertile land and access to water. While we're gotten better at water management and mitigating flood risks, we're not totally immune to them.
This is so sad. My heart goes out to her family, friends, and students.
