I think paying for certificates that you mention at the start was just a misunderstanding of SSL certificates. 10 years ago it was common that people would pay for these to have their sites use SSL encryption (HTTPS) for security. Nobody will use a non-SSL encrypted site for payment and most browsers warn users before opening a page without SSL. Things in that aspect have changed a lot over the last while and now there are easy ways to set up free SSL certificates.
