That woman is singer, Dionne Warwick. Talent runs in her family. Her aunt is Cissy Houston, and her first cousin was Whitney Houston. Dionne was Luther Vandross' idol for years, and they later became close friends. She sang the original version of "A House Is Not a Home" in 1964; his version became a huge hit after its release in 1981. He sang this as a tribute to her at that awards show. I could be wrong but I think it's after his health scare where he was hospitalized in intensive care (I believe) for a long time. Dionne might be crying because she's so happy to see him perform again with that great voice undiminished.
