Typically raw wedges do spin more but that is down to the grooves not having anti-rust plating on them, it has nothing to do with the rust. Against that a raw face may wear faster than a non-raw face (depends on the plating) - not a problem for tour pros who can change wedges for free every few weeks, not so good for the club golfer
