The current popular theory is the person is Maya Sundaresh.
Probably, or this is the TRUE or one of the true leaders of the Vex that made a move since the Traveler is crippled right now and found the echo
More then likely maya because she is the women responsible for the veil portal that was created and is essentially taking over the vex now that the witness is gone
if the popular theory that the humanoid vex figure is maya sunderesh is true, or at least a version of her from the vex network, she's probably able to exhort control over saint because the exos were made using modified vex milk aka radiolaria. plus isn't she considered the mother of the exo project back on europa as it was a collaboration between braytech and the ishtar collective? the control collar around saint's neck looks like half of the ishtar collective's logo. i theorize that she's using her knowledge of exos and the radiolaria as a back door of sorts as access. but saints own will and status as a guardian probably interferes with her total control.

There seems to be one major difference between this mysterious figure's appearance between this trailer and the in-game seasonal promotional art - in the seasonal artwork, she appears to have an Exo's antennae attachment, the same type that Lakshmi had. There's no way Bungie would drop the bombshell on us that Maya Sundaresh became Lakshmi after an experiment to use the Veil to connect her brain with a chorus of dead exos - _a week after we learned about the Witness's origins_ - without a plan to follow up on that plot thread.
She performed the same death ritual as the precursor race, just with a much smaller group of individuals, and is now making her return immediately after the Witness's defeat... on Nessus of all places. A Nessus strike was the last time we had even heard of her prior to Lightfall, when she logged into the Insight Terminus with the username "MSUND-12" to access Vex data logs centuries ago... I'm really interested to see how the story will unfold. I really hope this isn't all just a massive red herring lol
it's interesting, to me at least, that all the Vex that were shown around the Echo being were the Precursor subtype, the Sol Primeval; that might mean something.
When I first saw that this dlc was vex based, I assumed we would see Asher mir again. Maybe in the future....

Maya sundaresh the women responsible for that portal creation and if I’m correct a friend of Osiris but the vex changed her. Unfortunately we will have to destroy her more then likely which will probably Led Osiris down a dark path.

My headcanon? the Witness being inside the Traveler when it died.... maybe the Witness Power blended with the Vex milk on Nessus and created... a simulacrum of a Guardian? I dunno, guessing. haven't played D2 since before Beyond Light lol. I watch a lotta Chibi though, so I can still headcanon.

Just think, until this moment (Maybe even afterwards as well) all we faught were just Gardeners and Cashiers. Now, we might get to fight Mall Cops and Boxers... Maybe even their military forces?
