He was asked to record this phrase by Glyn Johns for The Rolling Stones Rock and Roll Circus and I think it became a running gag during the Get Back sessions.
It was Michael Lindsay Hogg. Michael had just directed the Stones TV special and needed John to film an intro. He's the American guy in Get Back seen throughout the whole documentary.
Think about the '64-'65 time frame. You had the Animals, the Who, the Stones, the Yardbirds, the Hollies, the Beatles, the Kinks, etc. all hanging around London.
For a guy with a reputation for being this serious and austere activist, I've noticed when you dig into the behind the scenes archival videos, he was actually a clown. Like a really light, easy going playful personality that just turned on the seriousness in select spots. Really dynamic dude.
