Because generally Legends of Runeterra is very good about modern lore and introducing new stuff that fits with the old. So either they're getting stuff wrong about the lore for champions (unlikely) or the lore is changing again. Personally, I like Viktor as the man trying to save people but doing so through methods that seem uncomfortable to others, and it's kind of represented in how his augment followers are all about improving their bodies or repairing lost bodyparts with machinery. Lissandra creating a bunch of frozen Thralls to try and stop the Watchers only to attract their attention might be the actual flavour of her card, instead of her actively serving the Watchers. It's not like her powers stopped being from them after all, she just turned against them.

Just steal it with Possession. Too expensive? Just drop a Purity on it.
there is no skill icon on it hence you wont be able to deny it. You can however use cards like equinox,purify or hush to silence them the moment they are played since it is your action. Kill cards or stun card works too as long as u prevent them from attacking you could turn it around
You can just kill it before the attack
so, lore-wise, we finally know how the watcher look like
