I believe there is a mistake in your video, the tasa that needs to be paid for the NIE request is not 12 euro (that would be the tasa to get "Certificado de registro de residente comunitario o Tarjeta de residencia de familiar de un ciudadano de la Unión Europea) which is different from NIE. If in the 790 Código 012 form you select "Asignación de Número de Identidad de Extranjero (NIE) a instancia del interesado" the tasa is 9.84 Euros. Can you cofirm?

My wife is EU and I am not. I am visiting Spain and attempting to bring all of the appropriate documentation to be a representative of my wife and set up her NIE. Will our marriage certificate suffice for power of attorney? Or will I need to have additional documentation notarized stating I am empowered to present her NIE application?

So, at the minimum you will most likely need a power of attorney certificate in Spanish to apply on her behalf. I need to have a NIE to rent a place, and I need to have a rental contract to do empadronamiento to get the TIE which has the NIE which I need to rent a place?
It’s not a legal requirement to have a NIE to get a rental contract, but a lot of landlords ask for it, annoyingly. The best way to go around this is finding a rental where the landlord is ok to rent to you with your passport number, and update your contract with your NIE once you have it.
