Yes! I recommend visiting in the following order!
1. Kinkakuji Temple
2. saga-no romantic train
3. Arashiyama
Kinkakuji Temple is open until 5:00 p.m., so I think the best way to get around there is the above! I suggest heading to Togetsu Bridge as soon as you get to Arashiyama, as it gets dark and you won't be able to see it!
