Shadow latios and lugia is kind of a guranteed catch that comes from radar and quest so i dont think those are supposed to count which is they easier to get than most rare pokemon

Honestly, I think the chimecho ought to have won for rarity. The latios and Lugia were guaranteed encounters and catches even if they are one-offs. And, at least from personal experience, I see tyrants everywhere when they're in the pool of spawns.
As a boosted stardust mon, chimecho has a really low spawn rate and a relatively low catch rate that isn't overridden (like the shadow Lugia and latios catch rates are).

Tyrunt isn't rare this season without an event on so definitely not Dax. Honestly the legendaries are guaranteed, neither are rare. Chimeco is definitely the winner for 1000 dust and a rarer spawn
