It’s an addon in a sense but it has some access blocks because it’s generally a paid software bootstrapped to Blender. You’ll need to download the standalone version of the Octane Blender and be sure to get the newest server application.
@@jkartz92 Not likely. It's an industry standard engine that is using the Blender platform. The free version is good for learning and small projects but professionals buy the full license due to the added benefits like multi-gpu rendering and other things left out of the free versions.

if you don't find the octane render, just go to edit>preferences>add-ons>search octane> enable the octane render engine.

You have to open the Octane version of Blender
